Belmont Fire Adds Two ‘Probies’ To Department’s Roster

The Belmont Fire Department has added two new members to the department this week at a ceremonial badge pinning. 

“The badge that these firefighters will wear symbolizes an achievement,” said Belmont Fire Chief David DeStefano before the Select Board on Monday, Feb. 9. “A visible recognition of hard work, dedication, and training. That is why we celebrate this moment publicly and acknowledge the effort that has made this day possible.”

The two probies joining the BFD are Michael Downing and Sean McGillvray. A veteran of the US Army, Downing holds a bachelor’s degree in criminal justice and was appointed to the BFD this past August. He is assigned to the Operations Division, Group 4. A native of Burlington, McGillivray, a vet of the US Marine Corps, joined the BFD in August and is assigned to Group 3 in the Operations Division.

DeStefano said both probies could not have completed their journey to becoming firefighters without a support system, with each asking one of those special people to pin their badge: for Downing it was his girlfriend, Allie Wadland, while McGillivray was pinned by his girlfriend, Tate Skiffington.

Belmont Fire Chief DeStefano Earns Merit Bump, Contract Extended To 2028

The Belmont Select Board approved a two percent merit pay increase to Belmont Fire Chief David DeStefano as part of his annual performance review at its Aug. 25 meeting. The board also extended DeStefano’s contract for an additional year to 2028. DeStefano’s salary as of October 2024 is $168,642.79.

I just like to thank the Select Board for their past support,” said DeStefano. “I look forward to working with [the Select Board] continuing in the future, [with] the town administrator and town staff as well.”

DeStefano began his career in 1989 at the North Providence (R.I.) Fire Department, becoming Belmont’s top firefighter in March 2021.

Before the board’s vote, Belmont Human Resources Director Kelli King discussed the results of DeStefano’s performance review, collated from comments by the Board and Patrice Garvin, the town administrator. In what she called a “little executive summary, the overall assessment is that [DeStefano] provides a steady professional leadership during a period of fiscal constraints and staffing challenges.”

“The theme amongst all of your comments is that the chief is a strong leader. He has great financial discipline, great financial aptitude in working within the constraints of the budget. He’s very active in engaging with the community, and he’s working on deepening the relationships internal to the department, and … being open to constructive feedback and willing to make changes, something that’s hard for a lot of other folks to do,” said King.

“He has strengthened the Fire Department through fiscal discipline, long term planning and active community engagement, while opportunities remain to deepen internal relationships and guide the department through the evolving EMS Focus model, his commitment adaptability and integrity have made him a valuable leader for the department and the town,” read the summary.

DeStefano said while the review relates directly to him, “anything that’s accomplished with the Fire Department is a team effort. I’m fortunate as chief in the town to have the dedicated firefighters that we have working hard, training hard, and putting together all the elements to make fire and life safety services happen in the town of Belmont.”

Select Board OK Merit Pay Increases For Public Safety Chiefs

Belmont’s public safety chiefs received merit pay increases after the Belmont Select Board conducted its annual performance review during the board’s Aug. 26 meeting.

Police Chief James MacIsaac and Fire Chief David DeStefano received two percent merit increases effective July 1, 2024. Each also collected a two percent cost-of-living adjustment on July 1. MacIssac’s annual salary increases to $218,676.14, while DeStefano’s pay is now $184,671, according to Director of Human Resources Kelli King.

Both men received high overall scores – 4.75 out of a top score of 5 – in their merit review by the three-member Select Board and Town Administrator Patrice Garvin. King summarized the comments and totaled the scores in eight categories highlighting the chief strengths, various opportunities and the board’s statements.

DeStefano was described as a “consensus builder [who] has provided much needed direction to the department, making it more innovative and successful.” His expertise is viewed as crucial in helping Belmont’s drive to stimulate new growth and increased density. While facing budget and staffing constraints, DeStefano move towards promoting department-wide paramedic training as “a promising step for addressing these challenge.”

“Chief DeStefano is seen as a strong, balanced leader who has a cohesive team and has proven to be the right person for both Belmont and the entire department,” said King.

MacIssac is “recognized as an articulate and clear sighted leader” who “takes challenges head on, regardless of their difficulty.” His commitment to modern policing is evident in his focus on promoting de-escalation techniques, the use of a social worker to resolve domestic disputes as alternative to deadly force. The board noted his leadership was “instrumental in the decision to leave civil service” which the board praised and has resulted in a substantial increase of new hires this year.

“The [police] department is a source of pride for Belmont, a reflection of Chief McIssac’s leadership and the effort of every member of the team. His exemplary performance especially over the past year and its various challenges, underscores his effectiveness,” said King paraphasing the comments of the Select Board.

Promotions and Pinnings: Belmont Fire Celebrates Those Moving Up And Joining The Department [Photos]

Just as Lt. Michael Dayton was being sworn in as a Lieutenant in the Belmont Fire Department by Town Clerk Ellen Cushman, a very loud alarm sounded and many of his fellow firefighters scrambled to a Rescue vehicle and fire engine to rush off to a call.

”You knew this was going to happen,” said Belmont Fire Chief David DeStefano after the oath was given to Dayton during what the chief called a “very special day for the department.

The bay of the Belmont Fire Headquarters on Trapelo Road was filled with family, friends, colleagues, town officials and children galore as the department acknowledged the promotion of four officers and three new firefighters to Belmont Fire’s roll.

Cushman issued the oath for the promotions and had the new officers sign the town’s new “Big Book” for town officials to acknowledge their pledge to the town coming after children and parents helped place their new badges onto their uniforms.

For the newbies, their mothers had to honor of ”pinning” their badges on their sons.

”This opportunity to get together and acknowledge the achievements” of those being promoted “is a rare occasion for the department and to bring aboard these three brand new firefighters and to have them participate in one of their first events with us makes this occasion even more special,” said DeStefano at the ceremony.

Those promoted include:

  • Asst. Chief Andrew Tobio – appointed 2003
  • Capt. Robert Wollner – appointed 2005
  • Lt. Ace Elefteriadis – appointed 2003
  • Lt. Michael Dayton – appointed 2011

Tobio, Eleftriadis and Dayton are Belmont High School alumni while Wollner is a US Navy veteran.

Select Board Backs Belmont Fire Chief After Being Cleared Of Alleged Residency Violation

The Belmont Select Board rallied to the side of Belmont Fire Chief David DeStefano Monday night, April 26, after an independent investigation found DeStefano has not violated the residency clause in his three-year contract requiring him to live no farther than 15 miles from Belmont.

“I’m sorry that you have to continue to be subjected to these kinds of accusations and I want to thank you for your strong service to the town,” said Board Chair Mark Paolillo.

The complaint by former Belmont assistant Fire Chief Angus Davison alleged DeStefano had violated his work contract by not establishing a primary residence 15 miles from Belmont within six months after signing his contract in February of last year.

The residency allegations against DeStefano is the latest in a series of actions by Davison and others questioning his selection to lead the fire department and the process of hiring candidates from outside of Belmont when there are several “inside” applicants with equivalent leadership experience.

“Even before my official appointment as fire chief, a small network of individuals has worked to undermine the fair process by which I was selected as the most qualified candidate to be the fire chief,” said DeStefano. “Since my appointment, the same individuals have attacked and tried to undermine my leadership by attacks on my character.”

“I’m tired of all of the innuendo. I really tired of the continued sort of attacks if you will by certain individuals against our fire chief about not only residency but other sort of matters as related to the appointment process,” said Paolillo.

Using fuel receipts and mileage usage from DeStefano’s town-owned vehicle obtained through the Freedom of Information Act, Davison attested DeStefano’s daily mileage total – averaging 150 miles – was well beyond the distance needed to reach the Dedham address the fire chief claimed is his current residence. Davison suggests the distance is associated with round-trip to Cranston, RI where DeStefano was living when he was hired.

Since the mileage has not dropped since his hiring, Davison alleges that DeStefano “has not moved and is not abiding by the the residency clause” and thus is unable to meet the “essential functions” in the job description which requires him to respond quickly to serious incidents and fires as well as medical emergencies and fire investigations.

“Proximity to Belmont is a concern of the town the the ability to respond quickly is of the utmost importance. Responding from Rhode Island doesn’t meet that criteria,” contends Davison.

Davison said if the board did not address his allegations, he would bring them to the Massachusetts Attorney General’s Office and request a fraud investigation be brought against DeStefano.

Presented with what Paolillo called “this serious claim,” the board asked the Boston law firm of KP Law PC to review the charges. Brian Maser, who is Belmont’s labor counsel, pointed to the admitting broad definition of residence by the state’s Civil Service Commission as the physical location of the employee’s house or other dwelling place. So confirming if a location is a residence would include having property records such as a lease or mortgage in your name, a voting record at the location, utility bills, excise tax records and a motor vehicle registration for that address.

Maser said DeStefano has provided the town a lease for a property 15 miles from the town, utility bills in his name and a driver’s license for the address in Dedham. In addition, DeStefano has verbally represented to Belmont officials that his primary residence is in Dedham.

“It’s our opinion that despite not being required to do so, the chief has voluntarily presented sufficient documentation to rebut the spurious allegation advanced against him related to his residency and has been in compliance with this employment agreement,” said Maser.

“Mileage is not an indicator of residency,” said the board’s Adam Dash. “Chief DeStefano has been doing an outstanding job and we’re lucky to have him.” DeStefano stated that in his first year leading the department, he’s revitalized training programs, updated countless policies, will start an EMS bike unit and trained for active shooter incidents as well as push to replace the department’s aging air packs.

“So I reject the pettiness and unsubstantiated claims of one or two individuals who favor the status quo and favoritism over progress and fairness.” he said.

Fire Department Ups Fees For Ambulance Service Adding $290K To ’22 Budget

A jump in the fees to call a Belmont Fire Department ambulance will add more than a quarter of a million dollars to the town budget after the Belmont Select Board unanimously approved the cost hike at its virtual meeting on Monday, May 11.

The changes to what was called an out-of-date fee structure came after Chief David DeStefano compared the costs being charged for ambulance services in neighboring and comparable towns and finding Belmont should bump up its fees.

“Certainly it’s a forecast at this point, but it will come to fruition one day. I think that would definitely put us on the right path.” said DeStefano, who came before the board with an initial proposal three weeks earlier and was asked by the members to return with a more flushed out draft.

The new fee structure will be:

According to DeStefano, the estimated annual revenue in fiscal 2022 using the new fee structure – using historical data from 2020 – will bring in $953,000, compared with $662,000 in 2020. The change will result in an additional $291,000 coming into the town’s coffers.

“Clearly … the rates that we’re using are outdated and we need to get to higher rates so I’m full steam ahead,” said Board member Mark Paolillo.

Using a conservative estimate of $250,000 in new revenue coming to the ’22 budget, Town Administrator Patrice Garvin told the board the added monies could be used to fill critical personnel holes in several departments. “Any additions would have to have recurring revenue behind it, at least that’s my guiding philosophy on the budget,” said Garvin.

One such need is reinstating a Building Automation Systems Manager for the new Middle and High School who will oversee the efficient running of the building beginning in September. That post was set aside after the Proposition 2 1/2 override was defeated at the April Town Election.

The second position is a diversity coordinator the town could share with the Belmont schools. While there are “further discussions on how to develop and incorporate this position, either with the schools, the town or both,” Garvin would “park that position in the town’s budget” for now. Both positions would run between $105,000 to $110,000 in salary and benefits.

Dash said the two positions have been discussed in detail with the facilities department “having a dire need for sure” for the systems manager. “If we don’t maintain our [buildings], we’re just going to pay more later,” said Dash.

Paolillo did push back on the hiring of a full-time diversity director for the town suggesting the schools assume financial responsibility initially for the position and the town wait for the town’s diversity task force to make its recommendations before committing to a hire. He suggested diversity training for all employees could be a more impactful use of the new revenue.

Resident Bill Anderson told the board that new employees add to the town’s pension and OPEB obligations “and those could very easily add up.”

“There needs to be taken caution when adding permanent employees to a town that claims to be in a structural deficit,” he said.

Select Board Approves Contract With New Fire Chief DeStefano

It’s official. Belmont has a new fire chief as the Select Board agreed to a contract with David DeStefano at this Feb. 8 meeting.

DeStefano, a battalion chief with the North Providence (RI) Fire Department, was selected by the board at its Jan. 21 meeting, replacing long-time chief David Frizzell.

DeStefano’s contract will be for three years starting March 15, 2021. His starting salary is $152,000. As part of his employment, he must establish primary residency within 15 miles of Belmont’s border in the next six months.

The town will provide DeStefano with an unmarked fire vehicle.

On July 1, 2021, DeStefano will be eligible for a minimum cost of living adjustment (COLA) of 2 percent or a general COLA pay increase for department heads, whichever is greater. On July 1, 2022 and July 1, 2023, he will be eligible for his current base salary plus a COLA minimum of 2 percent or the general COLA pay increase for department heads whichever is greater. There is also a merit increase based on his performance review.

DeStefano will accrue four weeks of vacation and three weeks of sick leave annually along with 12 holidays. He will be offered the normal health, dental and life insurance benefits of all employees of the town.

DeStefano must submit his application for Massachusetts Fire Chief credentials within the first three months of being hired.
