Selectmen Declare Package Stores Unwelcome in Belmont

The attempt by a young business couple to bring beer and wine to Belmont’s Central Square (the intersection of Trapelo Road and Beech Street) did not pass the “character” test before the Belmont Board of Selectmen Monday night, Dec. 1.

With the selectmen voicing a growing number of concerns and a half-dozen neighbors expressing discontent with the business centered on selling alcohol, the Selectmen rejected the application of a wine and malt retail license to Kiran and Ajay Nagar of Trapelo Variety located at 386 Trapelo Rd.

“It’s really about the character of the store,” said Selectman Mark Paolillo after being told by the Nagar’s that the small storefront business – with about 500 square-feet of business space – they bought in August would focus nearly exclusively on the sale of alcohol along with two of its most popular items, cigarettes and lottery tickets, if it received the license.

Pointing to the Selectmen’s decision in May to reject a beer and wine license to LC Variety a few hundred feet down Trapelo Road from the Trapelo Variety, Paolillo noted the Selectmen then were troubled by the same mix of lottery tickets, alcohol and tobacco at the location.

“I don’t see how I can vote to approve this application when we denied one for LC Variety,” said Paolillo.

“It’s also how the town sees itself,” said Selectmen Chair Andy Rojas, noting the four establishments with either beer and wine or full-alcohol licenses – The Loading Dock, Belmont Center’s Craft Beer Cellar and Vintages Adventures in Wine and The Spirited Gourmet in Cushing Square – have a polished “upscale” feel while “[t]his feels like a package store.” 

In addition, Belmont School Superintendent John Phelan wrote to the board opposing the license as the store was within 500 feet of the playground of the Daniel Butler Elementary School on White Street.

“My concern is the proximity with the Butler School,” said Selectman Sami Baghdady, saying the neighborhood was a “very family friendly” which ran countered to a alcohol-centric retail operation.

Kiran Nagar, who manages and runs the current store, said the proposed store would allow local residents to purchase beer and wine in Belmont rather than heading to Waltham or Watertown.

“This will allow us to increase business and revenue for the town and allow us to grow,” said Nagar, who indicated that they would likely take over the space currently occupied by an insurance agency next door if the license was granted.

While residents said they have seen an improvement in overall cleanliness and that Nagar is an outgoing merchant, residents did not support the move to beer and wine sale.

“I can’t see how a package store is an addition to the area,” said Dave Skolnick of Hull Street. “It doesn’t do the town justice.”

In the end, the worries outweighed the advantages of the business plan and the board rejected the proposal.

 

 

Belmont Property Tax Rate Falls but the Average Bill Continues to Rise

The good news: The Belmont Board of Selectmen has cut the property tax rate in fiscal 2015 by nearly five percent.

The bad news: Your residential tax bill will in all likelihood be higher in the coming fiscal year.

That’s the analysis from the Board of Assessors which presented its recommendations to the Selectmen on Monday, Dec. 1.

The board’s recommendation, which the Selectmen approved unanimously, was that the fiscal 2015 tax rate to be set at $12.90 per $1,000 of the assessed value of the property. That is a 60 cent cut from last fiscal year’s rate of $13.50.

While normally a cut in a rate would be good news, it comes as the assessed value of Belmont properties increased by just under $500 million to $5.9 billion. That increase can be seen in the value of an “average,” or median, Belmont house which exploded to $847,900 from $782,600 last year.

For the “average” Belmont home, taxes next fiscal year will be $10,938, up $373 from last year’s average of $10,565.

“The decrease in the rate is a result of the increase in real property values with an increase in the tax levy capacity,” said Assessors Chairman Robert Reardon, who was accompanied to the meeting by his colleagues, Martin Millane, Jr. and Charles Laverty III.

With the vote, Belmont will see an increase in property taxes in the coming fiscal year of $2.3 million (compared to $1.9 million last year) from a total amount collected of $76.6 million. That amount is the sum of the annual 2.5 percent increase allowed under state law and $654,000 in “new growth” which includes properties that have increased in assessed valuation since the prior year because of development or other changes and any new subdivisions and condo conversions.

As with past years, the assessors recommended and the selectmen agreed to a single tax classification for all properties and no real estate exemptions.

Reardon said Belmont does not have anywhere near the amount of commercial and industrial space needed to support separating the classes with their own tax rate.

“We are not raising more money by having a commercial rate, we are only shifting it” onto businesses while the savings for residential rate payers would be “negotiable,” said Reardon.

Under a senario where the commercial rate would be maximized by a factor of 1.5, residential tax payers would see their rate drop by 39 cents to $12.51/$1,000 of assessed value for an “average” savings of $330 per year while commercial rates would increase to $19.35/$1,000 to see an average increase of nearly $5,500 from last year.

“Every board strives to increase our commercial base … we really want to incentive them and you don’t do that by increasing the tax rate,” said Selectmen Chair Andy Rojas.

Tom Caputo Named to Fill Vacancy on Belmont School Committee

Technology expert Thomas Caputo was appointed to the Belmont School Committee this morning, Monday, Nov. 17 to fill the vacancy created when Kevin Cunningham resigned from the six-member board last month.

“This is a great honor and I’m proud to have been selected,” said Caputo, who has been for the past two years the Chief Product Officer at FIKSU, a technology start up providing mobile marketing technology to app developers, game publishers and advertisers.

Caputo will serve on the committee until the Belmont Town Election in April 2015 when he can seek to fill the remaining two-years of Cunningham’s term.

The Richmond Road resident – who has lived in Belmont with his wife, Sarah and their eight-year-old, third grade twin daughters for the past seven years – was selected by a joint committee of the Board of Selectmen and the School Committee from eight candidates who had applied for the position.

What guided the majority of the Selectmen and School Committee to Caputo was his experience in finance and technology.

“I think the entrepreneurial and tech specialization along with the venture capital … [is the type of] analytical study of these important issues, particularly around enrollment, [is] critical for the school committee,” said Selectmen Chair Andy Rojas.

“It is the nexus of the technology and business solutions that really spoke to me,” said Laurie Slap, school committee chair.

A dual major (graduating with a BA in computer science and biophysical chemistry) while matriculating at Dartmouth, Caputo also has a MBA from Stanford.

After working in finance in Boston and London, Caputo became a group product manager at Microsoft’s main office in Redmond, Wash. for four years. He come back east to work in venture capital, product management for a software startup in New York before joining the senior execution team at Boston-based FIKSU.

“There is an incredible wave of really interesting start ups as well as established companies that are bringing new education technologies to the market that are … helping school districts across the country to find more efficient and effective ways to educate students,” Caputo told the Belmontonian.

“I do believe that, much the way we’ve seen technology disruptions shaping a lot of industries … Belmont needs to be on the forefront of finding ways to pick the best technology programs, bring them into the school system, train the teachers and administrators to use them effectively and executing all that for the benefit of the students,” said Caputo, who looks the part of the tech pro; wearing a smart blazer over a tie-less pattern shirt, skinny jeans and nifty shoes to the joint meeting.

But Caputo told the Belmontonian that bringing technology to the classroom is not simply “supplying everyone an iPad.”

“It’s great to have the infrastructure but that alone will not solve the issues we’re facing. It’s really about … the iPad and its integration into the curriculum, the selection of the right application and tools and the manner in which it’s all used,” he said.

Caputo pointed to his background in start ups as a plus when the committee faces the challenges of finding adequate funding to maintain the district’s first-rate education reputation.

“What start ups are able to do is find efficient, creative solutions to addressing otherwise challenging problems. I will bring a little bit of that culture to the school committee; to find ways to collaborate, to identify solutions and to look at things in, maybe, a little different way,” he said.

“It won’t be easy. It will require contributions from many different groups and constituents from across the town to make that effective. I hope I can contribute in that way,” Caputo said.

 

Eight Residents In the Running to Fill Vacant School Committee Position

A past candidate and seven other residents were named by the Belmont School Committee on Friday, Nov. 14 as the applicants seeking to fill the seat left vacant after Kevin Cunningham announced his resignation from the committee last month.

The eight candidates are:

  • Tom Caputo
  • Tara Donner
  • Maura Fennelly
  • Jamie Kang (who ran for the committee in 2013)
  • Kimberly O’Mahony
  • Ike Papadopoulos
  • Erica Zidel

The collection of applicants will be presented to and interviewed by a joint meeting of Belmont Board of Selectmen and School Committee on Monday, Nov. 17 at 8 a.m. in the Selectmen’s Room in Belmont Town Hall.

After the candidates are interviewed by the panel, the joint committee will vote for the appointee they feel will best fill the seat during the very busy five months until the April Town Election.

Under state law, the appointee’s term lasts only until the Town Election when they will have the opportunity to seek election to serve the remaining two years of Cunningham’s tenure.

Belmont Selectmen Seek Residents to Join Committee to Implement Community Path

Now is the time to decide the when, where, what, why and how much of a community path running through the heart of Belmont.

After more than two decades after it was first suggested, the Belmont Board of Selectmen last week created the Community Path Implementation Advisory Committee, a five-member temporary advisory committee which will recommend strategies for the design, construction and implementation of a multi-use path from the approved route selected by the selectmen earlier this year.

The routes are included in the final report of the Community Path Advisory Committee submitted in June.

The committee will also identify funding sources for a feasibility study of the route options, which will include a technical evaluation.  The feasibility study will allow the town to establish a cost estimate to be used in the development of capital budget planning and solicit grant funds to fund the project.

For supporters of the multi-use path running from Cambridge to Waltham, the selectmen’s decision to move on the project is good news.

“This is great news. Support in town for the path in Belmont is strong. It looks as if the [Selectmen] recognize that and are embracing the recommendations of their Community Path Advisory Committee. I’m happy and relieved to see that,” said Paul Roberts, who noted the committee needs the right blend of skill and expertise to pursue answers to some important questions. 

“It is also critical that the Selectmen give committee members a free hand to pursue all the options that are on the table regarding the routes and possible features of the path,” said Roberts.

“The Community Path Implementation Committee should pursue and incorporate the best advice from experts and engineers  so that the final plan – whatever it is – will be one that is in the long-term best interests of the town and the hundreds of thousands of individuals who will use the path in the decades to come,” he said. 

Residents with experience in the design, construction and implementation of similar projects are highly encouraged to apply.

Applications should include a completed Community Volunteer Interest Form and Resume. The form is available in the Office of the Board of Selectmen or online.

Belmont Selectmen Ponder Cellar’s Request for Earlier Sunday Opening

When is it too early to sell beer on a Sunday in the “Town of Homes”?

That’s the question before the Belmont Board of Selectmen after hearing a request from the owners of the Craft Beer Cellar to allow the wildly-successful Belmont Center store to swing open its doors at 10 a.m. on Sundays at its meeting Monday, Oct. 20 at the Beech Street Center .

Suzanne Schalow, Cellar’s co-owner (with Kate Baker), said the business, located at 51 Leonard St., is seeking a “Change in Hours” to its business license, from its current noon opening. The CBC operates from noon to 6 p.m. on Sunday and 10 a.m. to 10 p.m. Monday through Saturday.

Schalow said the change would be in keeping with modifications to the so-called state “Blue Laws” approved by the legislature and signed by Gov. Deval Patrick in July allowing retail businesses catering to alcohol and beer sales to seek an earlier opening. Nearby towns, such as Burlington, have approved such changes, according to news reports.

In addition, the new opening time will make the 10 a.m. opening consistent with the other six days.

“Customers are rattling the door” at 10 a.m., wondering why the business isn’t open, said Schalow. She said many customers this time of year are seeking to purchase beer for pro football viewing parties.

Since opening four years ago next month, CBC’s support of the rapidly growing US microbrewery industry with passionate and knowledgeable employees and managers has been a hit with customers, resulting in the Belmont-based business becoming a national retail trendsetter with 12 CBC stores in Massachusetts, Missouri, Florida, Maine and Vermont with another nine – including proposed locations in the Bay State, Colorado, Mississippi and California – in the planning stages.

For at least one Selectmen, the idea of an early opening is a bit off-putting. While praising the store as a great example of a small business doing good for the town, Selectman Mark Paolillo was hesitant to approve the application out-of-hand.

“I’m not so sure that is the right time for us,” said Paolillo.

While the full board delayed making a decision on the application, it wasn’t due to one town officials personal preference but rather if the board has any jurisdiction on the matter.

“I don’t know if we have the right to turn this application down,” said Selectmen Chair Andy Rojas as the new law could have legal sway over local authorities. Rather than a simple up-or-down vote, the board referred the matter to Belmont Town Counsel George Hall for review.

Football and other sports fans will have to wait until noon before stocking up for at least a few more weeks before a decision is known.

Town, Schools Set Nov. 12 Application Deadline for School Committee Vacancy

Interested residents will have just about a month to submit applications for a place on the Belmont School Committee.

But the person selected by the Selectmen and the School Committee will have to keep their running shoes on because they’ll need to win their seat all over again five months later.

In a joint letter released today, Friday, Oct. 17, the chairs of the Belmont School Committee and Board of Selectmen announced the deadline for applications to fill the vacancy left when Kevin Cunningham resigned earlier this month will be Wednesday, Nov. 12 at 4 p.m.

The School Committee’s Laurie Slap and Andy Rojas of the Selectmen said the two boards will meet five days later, on Monday, Nov. 17, in a joint committee to hear from and interview candidates before voting to appoint a new member to fill the vacancy left when Kevin Cunningham resigned earlier this month.

The selected appointee will be sworn in by the Town Clerk Ellen Cushman before the School Committee’s meeting on Nov. 18.

Under state law, the appointee’s term only lasts until the next Town Election; in Belmont that occurs in April, 2015. The person elected for that committee seat will serve a two year term, which is the remainder of Cunningham’s tenure.

Those interested in seeking appointment should write a letter of interest that will include:

  • The reasons for seeking the appointment,
  • Expertise, skills and perspectives they will bring to the committee, and
  • Identify the most pressing issues facing the committee, both through the April election and beyond.

Picking Up the Check: Pool Committee Hands $411K to Town for Underwood

Just three-and-a-half weeks ago, Anne Paulsen said she “went home crying” after a meeting with the Board of Selectmen when it appeared the new Underwood Pool may not be built. The board had challenged the pool’s Building Committee to find $400,000 in just over a month or possibly see the entire projected shelved due to a sudden shortfall in funds.

“It was fairly depressing,” said Paulsen, chair of the Underwood Pool Building Committee.

Boy, how four hundred grand can change Paulsen’s demeanor.

On Tuesday, Oct. 15, the Underwood Pool Building Committee – the volunteer group that oversees the design and construction of the new two pool complex to replace the historic 102-year-old facility – presented the Belmont Board of Selectmen $411,000 which was raised to bridge a funding gap which occurred when in late August a low bidder for the $4.1 million construction job suddenly dropped out leaving the committee needing to bridge a $388,000 breach to the next low bid.

Paulsen also announced that just before the meeting, the committee signed a letter of intent with New England Builders & Contractors Inc. of Methuen, the project’s new contractor.

If there is not a lot of snow this year, New England Builders believe it can save most of the 2015 summer swimming season, said Paulsen.

Unlike the previous meeting with the Selectmen – where the board voiced its frustration at the lack of an “adequate” contingency amount in the pool’s budget – this will a day for happy as the town celebrated the achievement of raising the money in just over 25 days through the effort of residents with a boost from the town’s largest business.

Paulsen praised the efforts of fellow committee member Ellen Schreiber, who led the public fundraising effort, and former Belmont selectman Ralph Jones who, with his family, donated “a significant” amount to the cause in addition to flushing out donors.

Special acknowledgement was directed to the Belmont Savings Bank Foundation – the charitable wing of the Belmont Savings Bank – and the bank’s CEO and President Robert Mahoney who stepped in quickly to donate a $200,000 matching grant “that took what felt like an intimidating, possibly hopeless task and turned it into an exciting challenge,” said Schreiber.

“I had a sense that this was an important project … that it wasn’t just a physical asset but an emotional one,” Mahoney said.

“These were our three pieces of good luck,” said Paulsen.

Schreiber also acknowledged the town’s residents, from lifelong citizens to new families in Belmont for just a few years, who donated every amount from $10 to $25,000.

“People don’t give money for something they don’t care about,” noted Schreiber, who said in her years of fundraising, “I have never seen so much come in so quickly.”

Additional donations over the approximately $390,000 needed to fill the gap continue to come in, the money being placed in the project contingency fund.

“Congratulations to all of you. It was a daunting task at first,” said Selectman Chair Andy Rojas, thanking Mahoney for the bank’s challenge. “We’re happy to see the pool move forward and not miss a step.”

Open Space? Solar Farm? Marijuana Grove? What to Do With Belmont’s Former Incinerator Site Meeting Nov. 3

New recreational playing fields.

A new home for the Department of Public Works.

A solar photovoltaic farm.

Open space.

A grove for growing medical marijuana.

Those are just a few of the suggestions citizens and town officials put forward for the future use of the former town incinerator located off Concord Avenue near the Lexington town line with Belmont.

With the state prepared to sell the nearly 16 acre parcel to the town, the Belmont Board of Selectmen will be updating Town Meeting members and the public on possible uses for the former incinerator at a presentation and discussion set for Monday, Nov. 3 from 7 p.m. to 9 p.m. at the Chenery Middle School auditorium.

The public and Town Meeting members are encouraged to provide their ideas for the best use for the land, according to a press release for the board.

The town is moving forward on a new use after Gov. Deval Patrick in January signed legislation pushed by State Rep. Dave Rogers that authorizes the sale to the town of the state-owned land. The law allows Belmont to purchase the land after an appraisal determines the fair market value of the property. In addition, the town will be responsible for the site’s costly remediation of environmentally hazardous material.

An important provision of the law is the land is limited to recreational or municipal use; it can not be sold or leased for commercial or business operations.

Constructed in 1959, the incinerator operated until 1975, when it became the town’s transfer station for two decades. It is currently used by the Belmont DPW for equipment storage, leaf composting and placement of debris.
