Nomination Papers For Town Election are Available; Due Feb. 15

Belmont Town Clerk Ellen Cushman O’Brien announces this week that Nomination Papers for Town Offices are available for those who are interested in running in Belmont. All candidates must be registered voters of Belmont.

In addition to many town-wide offices, representative Town Meeting members from each of the eight voting precincts. New in 2022, the Town Meeting created a new elected board, a five-member Municipal Light Board.  At the time of this writing, there are also a couple of partial-term openings for Town Meeting; such vacancies are created by Members moving or resigning.

Annual Town Meeting takes place in the spring, and typically lasts for six evenings, (customarily Monday and Wednesday) in early May and early June for another two to four evenings. Town Meeting makes all of the decisions about the Town’s budgets and local Bylaws. Belmont’s government is a Representative Town Meeting, which means that only Town Meeting Members can debate and vote at Town Meeting, unlike the Open Town Meeting form of government. A total of 36 Town Meeting Members are elected to serve from each of the eight voting precincts, routinely for three-year terms. However, in 2022, Precincts 1, 2, 6 and 8 will need to elect all 36 at once due to Reprecincting requirements caused by population shifts identified in Belmont data from the 2020 Federal Census. Terms of service will be decided by the results. Precincts 3, 4, 5 and 7 will elect the usual 12 members per precinct to 3-year terms.   

Stop by the Town Clerk’s office in Town Hall in Belmont Center to pick up nomination papers; then have your neighbors and friends, who are registered voters, sign your nomination papers and submit the signed forms to the Town Clerk by the deadline, Feb. 15, at 5 p.m.

Running for election is simple:

Belmont Town Clerk Ellen Cushman announces Wednesday, Dec. 9 that nomination papers for town offices are available for those who are interested in running for office in Belmont.

All candidates must be registered voters of Belmont.

In addition to many town-wide offices, 12 representative Town Meeting Members are elected for three-year terms from each of the eight precincts. This year, there are also some partial-term openings for Town Meeting; vacancies are created by Members moving or resigning.

Stop by the Town Clerk’s office to pick up nomination papers; have your neighbors and friends, who are voters, sign your nomination papers and submit the signed forms to the Town Clerk by the deadline, Feb. 16, 2021, at 5 p.m.

The Town Hall is still closed to the public so we’ve set aside specific times for candidates to pick up and return nomination papers, no appointment necessary:

  • Monday 9 a.m. and 5:30 p.m.
  • Tuesday, Wednesday, Thursday: 9 a.m. and 3 p.m.
  • Friday at 9 a.m.

Upon arrival at Town Hall, a quick call to 617-993-2603 will bring a staff member out to start the process.

Here’s the list of offices that will be filled by the April 6, annual Town Election as of Dec. 9:

  • Moderator, Vote for One, 1 year
  • Board of Selectmen, Vote for One, 3 years
  • Board of Assessors, Vote for One, 3 years
  • Board of Cemetery Commissioners, Vote for One, 3 years
  • Board of Health, Vote for One, 3 years
  • Members of the Housing Authority, Vote for One, 5 years
  • Members of the Housing Authority, Vote for One, 4 years (to fill a vacancy)
  • Trustees of the Public Library, Vote for Two, 3 years
  • Members of the School Committee, Vote for Two, 3 years

Running for re-election to Town Meeting:

Current Town Meeting Members whose term of office expires in 2021 have already been mailed a letter asking if the person will seek re-election. The deadline for returning the signed response letter to the Town Clerk is Jan. 26 at 4 p.m.

Impact of COVID-19: During 2020, Belmont’s Town Meetings and meetings of boards, commissions, and committees have been held via remote access using video conferencing technology. In the case of the Town Meeting, we also deploy our secure electronic voting system. All signatures on nomination papers for local elections must be original, no electronic signatures are permitted. Candidates will need to consider different ways to obtain the necessary signatures; the Town Clerk’s website offers some suggestions.

Nomination Papers Available For ’19 Belmont Town Election

Nomination papers for the annual town election on Tuesday, April 2 are now available at the Town Clerk’s office, according to Belmont Town Clerk Ellen Cushman.

  • Nomination for town-wide office will require the certified signatures of at least 50 registered voters of the Town of Belmont.
  • Nomination for Town Meeting Member will require the certified signatures of at least 25 registered voters of the precinct in which the candidate resides.

The Town Clerk’s Office is open:

  • Tuesdays through Thursdays from 8 a.m. to 4 p.m. and
  • Fridays from 8 a.m. to noon.

Town Offices will be closed on Monday, Dec. 24, and Christmas, Tuesday, Dec. 25, in observance of the Christmas Holiday and Town Offices will close at 4 p.m. on Monday, Dec. 31, in observance of New Year’s Eve.

You Still Have Time To Get On The Town Election Ballot; Deadline is Feb. 13

Nomination papers for the Annual Town Election on April 3, (Town Meeting Member and Town-wide offices) are available now at the Town Clerk’s Office, and are due back to the Town Clerk for certification by Tuesday, Feb. 13, at 5 p.m. Fifty certified signatures of registered Belmont voters are required for Town-wide office, 25 certified signatures of Belmont registered voters dwelling in the appropriate precinct are required for Town Meeting. It is always wise to obtain and provide at least 20 percent more signatures than the requirement to meet the certification minimums.

Getting Your Name on the Ballot

Running for election is simple. Pick up nomination papers in the Town Clerk’s office and have your neighbors and friends who are registered voters sign your papers and submit the signed forms to the Town Clerk by the deadline.

Town-wide Offices

To be considered a candidate for town-wide office, you must be at least 18 years old and a registered voter in Belmont.

There are many Town-wide elected offices that will appear on the annual Town Election ballot.

Signatures of at least 50 registered voters of the Town are required on the nomination papers.

Representative Town Meeting: Representatives from Each of the Eight Voting Precincts

In addition to the 12 Representative Town Meeting Members that are elected for three-year terms from each of our eight voting precincts, there may also be openings for one (1), or two (2) year terms.

There are partial terms in the following precincts:

  • One 2-year term in Precinct 1
  • One 1-year term in Precinct 2
  • Two 2-year terms in Precinct 5

Incumbent Town Meeting Members

Incumbent Town Meeting Members who intend to run for re-election have missed the deadline of Jan. 23 to return the Intention Letter. Missing the return date means having to collect signatures on nomination papers.

New Candidates for Town Meeting Member

To be considered a new candidate for Town Meeting Member, you must be at least 18 years old and a registered voter of the Town of Belmont. If you are currently serving as a Town Meeting Member who was elected at the caucus, not by Town ballot, you will need to submit nomination papers as a new candidate.

Signatures of at least 25 registered voters of your precinct are required on the nomination papers. The Town Clerk must certify these signatures so we always suggest obtaining about 20 percent more just to be safe.

Withdrawing Your Name From the Ballot

If you have taken out nomination papers and the signatures have been certified, but you change your mind, you may remove your name from the ballot by notifying the Town Clerk in writing by Feb. 13.

Thinking about running for Belmont Town Meeting? Or maybe taking a step up and seeking town-wide office?

What eligible voters need first to understand is the nomination process to place your name on the ballot for the 2017 Town Election which takes place on Tuesday, April 4.

And the person to ask those and other questions is Belmont’s Town Clerk, Ellen Cushman. In this video, Cushman gives interested residents the basics of getting on the ballot.

Town Wide, Town Meeting Nomination Papers Available Next Week

Belmont Town Clerk Ellen Cushman told The Belmontonian nomination papers for Town Meeting and Town-wide office will be available at the Clerk’s Office starting next week. 

Cushman said she has yet to set the deadline for returning nomination papers to the Town Clerk’s office. 

The 2016 Town Election will take place on Tuesday, April 5. 

If you’re thinking of running for elected office in Belmont, Cushman is advising potential “runners” to take a look at the guide for Belmont’s elected government and how to run for elected office in the “Town of Homes.”

To be considered a candidate for town-wide office (such as selectman, school committee and several boards), you must be at least 18 years old and a registered voter in Belmont.

All candidates for town-wide office must secure the signatures of at least 50 registered Belmont voters. Cushman recommends that more signatures are collected and submitted in the event that some signatures are invalid. Holiday parties and get-togethers are great places to start gathering signatures.

Town Meeting Members whose terms expire in 2016 will receive a letter from the Town Clerk’s office by January asking if you would like to be considered a candidate for re-election. The member must sign and return the affirmation form to the Town Clerk’s office to be considered a candidate for re-election.

Look Who’s Thinking of Running for Town-Wide Office

With a month to go before the deadline for residents to submit nomination papers, it appears there will be at least two competitive town-wide races – for Board of Selectmen and the Belmont School Committtee – that voters will decide at the Town Election.

As of Jan. 13, Town Clerk Ellen Cushman has recorded the following residents who have taken out papers for a possible run for office. So far, no one has returned their nomination papers with the required number of signatures.

The competitive race that has the most diversified field for Selectmen. Rojas is expected to defend his seat from Williams – who raised his visibility submitting a motion at Special Town Meeting in November to reject financing the $2.8 million Belmont Center Reconstruction project with the town’s “free cash” – and Liddell, a 2014 Belmont High School graduate.

On the school side, there are four residents seeking to fill two full, three-year positions and a two-year seat serving the two-years remanding on the term of Kevin Cunningham who resigned in the fall.

The incumbent Fiore will likely be racing for one of two open seats against two newcomers to the election process; Tara Donner and Susan Burgess-Cox. Yet the pair have some familiarity with the committee as both sought the temporary appointment to the board in November to fill the six months of Cunningham’s term before town election. A joint committee of the Board of Selectmen and the School Committee selected Caputo two months ago.

The deadlines to return nomination papers to the Town Clerk’s office is 5 p.m., Tuesday, Feb. 17, 2015.

The deadlines to return nomination papers to the Town Clerk’s office is 5 p.m., Tuesday, Feb. 17, 2015, said Cushman. 

The Town Election will take place on Tuesday, April 7.

Terms for Town Meeting Member

The elected term for Town Meeting Member is three years, though should a resignation occur, there may be openings for one or two year periods.

Candidate for re-election as Town Meeting Member

If you are an incumbent Town Meeting Member, in late December/early January of the year your term is due to expire, you will receive from the Town Clerk’s office a letter asking if you would like to be considered a candidate for re-election to Town Meeting for your precinct.

The candidate must sign and return the affirmation form to the Town Clerk’s office by Feb. 17 to be considered a candidate for re-election. If the date passes without return of the form, the candidate would be considered a new candidate for Town Meeting and would be required to secure the 25 signatures on the nomination paper and the words  “candidate for re-election” will not appear next to the name on the ballot.

New candidates for Town Meeting Member

To be considered a new candidate for Town Meeting Member, you must be at least 18 years old and a registered voter in Belmont in the precinct you wish to represent. If you are currently serving as a Town Meeting Member who was elected at caucus, not by town ballot, you will need to submit nomination papers as a new candidate.

Candidates for Town Meeting must secure the signatures of at least 25 registered voters from the precinct and return the signed nomination papers. Once again, Cushman recommends that more signatures are collected and submitted in the event that some signatures are invalid.

“We encourage all candidates for all elected offices, for both town-wide and for Town Meeting, to investigate the responsibilities of the post by reading the Town General Bylaws and Belmont Town Meeting Acts of 1926, and reading the minutes of the elected board,” said Cushman.
