‘Big Number’: New Belmont High School Price Tag Likely Topping $300 Million

It was always assumed a new or renovated Belmont High School would cost a pretty penny for taxpayers.

After Tuesday’s joint public meeting led by the Belmont High School Building Committee, residents now have a clearer idea of the price tag to build a new school will require a whole lot of pennies, as in about 31 billion one-cent coins.

That’s the outcome of the initial financial analysis by Daedalus Project Company’s Tom Gatzunis, the owner’s project manager for the Belmont High School Project, who presented his work to a joint meeting of the Building Committee, the Board of Selectmen and the School Committee as well as a number of residents at the Chenery Middle School on Jan. 16.

“We are giving you a brief snapshot of where we are of the cost of all the different scenarios,” said Gatzunis, pointing out the analysis presented initial cost projections for four designs – two that are minor renovation/major additions, a major renovation/minor addition and all new construction – in three grade configurations; 9th to 12th, 8th to 12th, and 7th to 12th grades.

With the focus of the joint committee on building a 7th to 12th-grade structure – which would not require the town to build a new elementary school if a 9th through 12th scheme is chosen or commit to costly revamping classrooms in an 8th through 12th grade blueprint – the project price tag for a new high school including construction and soft cost would come to approximately $310 million for a 410,000 sq.-ft. multi-story building housing 2,215 students.

If approved by Town Meeting and voters through a debt exclusion vote, the new Belmont high school would be one of the most expensive ever built in the US, trailing only two mega schools in Los Angeles. Locally, it would top the current priciest high school in Somerville at $257 million and the proposed new building in Waltham at $283 million and dwarfing the controversial Newton North High School that came in at $197.5 million that opened in 2010.

Belmont will not be on the hook for the entire amount. About 36 percent of the construction cost or $81 million will be absorbed by the Massachusetts School Building Authority which is working closely with the Building Committee on the project. With the reimbursement calculated into the cost, Belmont’s share of the project comes to approximately $231 million.

What the $231 million expense means to taxpayers was explained by Town Treasurer Floyd Carman who said at 4 percent interest over 30 years of level payments, real estate property taxes would increase by $184 per $100,000 of assessed value beginning in 2020, the year construction would start.

  • $500,000 – $920
  • $750,000 – $1,387
  • $1 million (the average residential assessment in Belmont as of fiscal 2018) – $1,840

“The numbers are the numbers,” explained Carman.

There are less expensive options including renovating the existing school with not additions or new construction at $124 million with Belmont picking up $92 million. And a 9-12 school would be in the $180 million range, which does not include the cost of a new elementary school that Belmont Superintendent John Plehan has said would be required to meet the ever-increasing enrollment numbers in Belmont’s school.

Phelan said if any of the 9-12 designs are selected, the town would need to come up with between $72 million to $82.5 million for a new elementary school and renovations at three of the four elementary schools and the Chenery.

Whether it was sticker shock or the outcome of the analysis was expected, committee members and the public did not have any immediate reaction to the big numbers generated by the project. 

“Wow, I thought there would be a lot more questions,” said Building Committee Chair William Lovallo. He noted that the committee will not return to the cost component until mid-summer “when we will have better numbers.” 

The next joint meeting will be Tuesday, Jan. 23 when the School Committee will vote on a grade configuration moving forward while the Building Committee will select a design scheme. 

Town Election ’18: School Committee’s Caputo Eyes William’s Selectman Seat

Nearly a year after securing his first full three-year term on the Belmont School Committee, Tom Caputo is thinking of a higher calling having taken out nomination papers for the Board of Selectmen.

In a conversation with the Belmontonian, Caputo appears ready to start a campaign to wrest away the seat from its incumbent, Jim Williams. 

In his “elevator pitch” for the position, Caputo points to many challenges facing the board in the near future and his skills to find solutions. 

“Simply put, the town has a bunch of critical decisions that we need to make in the coming years, questions about the new high school, major capital projects, traffic and those will all require thoughtful, creative solutions where lots of people with different backgrounds come together to create workable solutions,” he said.

“It all has to be done under which will continue to be a challenging fiscal environment. My time on the school committee, my experience on the [Belmont] High School Building Committee has given me both an understanding of a lot of those key issues and a passion to do more and be a part of trying to solve those problems.”

“I’m excited to continue to contribute to the town and its residents,” he said.

Both Williams and Caputo have yet to return their nomination papers to the Town Clerk’s Office. All town-wide office seekers and town meeting candidates have until Feb. 13 at 5 p.m. In September 2017, Williams said he would not run for re-election but did so including several caveats that would change his decision. 

Caputo was appointed to the School Committee in Nov. 2014 to replace Kevin Cunningham who resigned. At the town election in April 2015, Caputo ran uncontested for the two-years remaining in Cunningham’s term. In April 2017, he won a three-year appointment with 3,014 votes running with Kate Bowen to fill two slots.

For the past year, Caputo has been senior vice president for product at Cambridge-based CarGurus, a publicly-traded online car shopping website founded in 2006 by Langley Steinert, co-founder of TripAdvisor.

Caputo matriculated at Dartmouth then headed to Stanford where he earned an MBA and MS in electrical engineering. He started his career at Microsoft.

A decade-long resident, Caputo lives on Richmond Road with his wife, Sarah, and 11-year-old twin daughters.

Selectmen Reject ‘Opt-Out’ Vote On Pot Sales; Chair Still Wants Residents To Decide

Belmont is open for the recreational sale of marijuana when the Belmont Board of Selectmen rejected a proposal by Chair Jim Williams on Monday, Jan. 8 to hold a town-wide vote in February to ask residents their opinion on the controversial measure.

The 2-1 vote, with selectmen Mark Paolillo and Adam Dash voting no, did not sit well with Williams, who said it was the responsibility of the board to ask residents whether a majority wanted to town to “opt out” of the retail sale of weed in Belmont. While acknowledging that the town voted 52 percent to 48 percent in favor of the state-wide amendment in Nov. 2016 to end the prohibition of marijuana sales in the Bay State, Williams strenuously contended the result was not a green light on sales.

“Forget about Belmont’s representative democracy,” said Williams in an email to the Belmontonian after the board vote.

“[I]t’s actual democracy [that] took it on the chin last night … actually preventing the electorate from deciding whether to allow recreational marijuana retail sales in town or not. Opinion: Truly astonishing,” noted Williams.

In an attempt to revive the issue, Williams said he will schedule a reconsideration vote on the agenda when the selectmen next meet on Jan. 22. 

“I’m aware that this schedule will likely not enable us to effect an ‘opt-out’ before the existing April 1st deadline, but may allow us to put the question on the [Town Election] April 3rd ballot to avoid the obvious disenfranchisement inherent in Monday last’s 2-1 decision,” said Williams in a second email to the Belmontonian. 
 
“It also has the benefit of allowing an informed community discussion on the matter between now and then,” wrote Williams.
 
To place a marijuana sales question on the April 3 ballot, Williams would need to convince one of his colleagues to switch his position at the Jan. 22 meeting.

The need for the proposed “opt-out” special election in February is it would allow the town could “get ahead” of the April 1 date when the state’s licencing board begins accepting applications for retailers, according to the Town Counsel George Hall. With Belmont’s Town Election on April 3, retail applicants would have a small but critical three-day “window” to apply, effectively grandfathering their application if the town’s voters decided to ban the sale of weed in town. 

In the past few months, residents in Lexington and Winchester have voted “no” on sales and have submitted local bylaws to the state Attorney General for a review. 

Williams said not placing a question whether to “opt out” on the April 3 annual Town Election “is putting someone [ie retailer and the state] else in charge of the town,” as he advocated for a special election. 

“I am not in favor of doing nothing” since the board has “no idea, zero” on the electorate’s support or opposition to pot sales in the Town of Homes.

“We have to respect the will of the people and to do that we have to know what it is,” said Williams. 

But for the majority of the Selectmen, the vote and Special Town Meeting to ratify a new bylaw – at a cost of approximately $23,000, according to Town Clerk Ellen Cushman – would be counter to the will of the voters who originally passed the question 14 months ago.

For Paolillo, a special election “would be somewhat decisive” in a town where 70 percent of registered voters – about 14,000 – came to the polls and a majority casting a “yes” vote. He also said the public understood that voting yes “could mean sales in our town.” 

“We are representing the will of the people and they have spoken,” said Paolillo to Williams’ earlier statement.

In addition, local pot retailers will come under significant local controls including “the time, place and manner” of store operations and with the ability of the Health Department to mitigate the effects including by raising the age limit on the purchase marijuana and from the Planning Board in which business zone they can set up shop, said Paolillo and Dash.

Events outside of Belmont is also playing a role to limit applicants in Belmont as the federal government issued new guidelines this week which advised US Attorneys they can now enforce national laws that views marijuana as an illegal drug. Selectman Dash said the new harsher view by the feds will likely dampen retailers “jumping in here … with the uncertainty of the federal government.” 

In addition, the town would lose out on a three percent cut on sales that would go towards drug prevention and police, and education said Belmont Health Committee member Dr. David Alper. “Three percent is better than nothing,” said Alper.

Dash said while he was leaning towards a special election last month, “the more I thought about it and talked to people … that I’d rather do nothing than opt out but regulated appropriately.” 

“There’s going to be marijuana in Belmont whether we like it or not,” said Dash.

After Monday’s vote, Alper said the Health Department, along with the Planning Board, would begin creating comprehensive regulations on marijuana sales, singling out Brookline as a template as it has experience writing regulations with medical marijuana.

While the Health Board can unilaterally create regulations without the approval of Town Meeting, “we will hold public hearings so the public can be heard on this important matter.” 

In Or Out: Selectmen to Decide Jan. 8 If Pot Stores Are Coming To Town of Homes

The representatives of the Belmont Board of Health and the town’s Health Department were bearing gifts as they came to speak before the Belmont Board of Selectmen on the future of marijuana retail sales in town.

Uh oh! Was the Board of Health tipping its hand on what position it would take on the future of pot stores in the “Town of Homes?” Or were the members being “set up” like a scene out of a Cheech and Chong film with Belmont Police Chief McLaughlin and the drug squad ready to pounce on the unsuspected consumers of “edibles.”

“Watch out. It could be ‘Mary’ ‘Wona’!” warned Selectmen Chair Jim Williams. 

But it turned out that Board of Health member Dr. David Alper was only sweetening the night with actual brownies (and latkas from resident Bonnie Friedman) as he came to advise the selectmen on Monday, Dec. 18 and the Planning Board the next night, Tuesday, Dec. 19 that “they need to get going” to decide whether the town would join the majority of communities allowing the establishment of  stores for the “adult” sale of marijuana which will begin statewide on June 1 . 

The selectmen declared Monday it would decide whether to opt in or out of the state law allowing the retail sale of pot and associated marijuana-infused food and candies at its scheduled Monday, Jan. 8 meeting at Town Hall. 

The state is moving quickly on creating licensing regulations with the Cannabis Control Commission this week presenting to the Secretary of State its outline for the issuance of licenses. The state will hold a public meeting on Feb. 5 before the law goes into effect on April 1 with the first applications going to the 18 medical marijuana dispensaries currently operating. All new weed retailers can open their doors on June 1. 

If the board decides to follow the lead of Winchester and a few towns in the Cape that have opted out, Belmont will need to call a town-wide election to support the board’s decision. The special election is required because the town’s voters passed what was called Question 4 in November 2016, 52.5 percent to 46.5 percent (7,585 to 6,868 votes), a slightly lower margin than the state overall, which was 53.6 percent yes vs. 46.3 percent no.

If the voters approve the board’s opt-out declaration, the selectmen would subsequently need to call a special town meeting before April 1 to enact a bylaw codifying the decision. 

While the selectmen could simply wait until the town’s scheduled election on April 4 and then the first night of the annual  Town Meeting on April 30 rather than call a special election and town meeting with its additional cost of approximately $15,000, Alper noted that marijuana entrepreneurs are expected to target “well-to-do communities” for their retail operations – which early estimates will generate $1 to $3 million in revenue annually – as they seek “upscale cannabis consumers.”

“I am less optimistic that we will be ignored,” said Alper. “Those four days allows someone to come in and ask the CCC for a license which will be granted because we didn’t have a bylaw or vote stopping it.”

By opting out, the town would also forego revenue from a three percent tax through a user agreement with retailers which is on top of the state’s three percent cut. Alper said the money – which modestly could be north of $30,000 annually – must be earmarked towards anti-drug education and prevention, which could include providing grant money to the district schools to conduct annual health surveys, establishing pilot programs to fight opioid addition and funding of additional shifts for police officers in drug prevention operations.

If the board decides to allow stores to open, the selectmen can also decide whether to establish a “cap” on the total number of establishments in Belmont. The minimum number of stores is determined by taking 20 percent of the number of full-liquor retail operations in town, which will allow Belmont to have only one store. While the town must allow one to open although it does control the “time, place and manner” of the store through the Planning Board. 

But Alper advised the Planning Board that it should not attempt to “hide” the store(s) in some out-of-the-way location such as behind the new electrical substation off of Brighton Street. 

“We want this to be a success,” he said, noting it will be easier to monitor and control. 

Selectman Adam Dash said a dispensary near his law practice in Somerville is “very professional looking. They don’t have Bob Marley posters in the window. We can regulate it so it looks like a professional place.” 

Alper said this will not be like any other commercial operation in another way: it is a cash-only business. While the state has approved the sale of pot, the federal government continues to see weed as illegal and President Trump’s US Attorney General Jeff Sessions has vowed to step up federal enforcement against pot.

The result is banks and other institutions will not accept checks, electronic payments or credit card transactions from these retail operations. Subsequently, the buying and selling of pot is via cash, which also includes how they pay store employees and suppliers. (Although one solution is to use Bitcoin or another non-traditional cryptocurrency.)

“They will pay their taxes and light bill in cash,” said Alper.

And the business ain’t low-end: high-grade pot sold in these establishments will cost between $250 to $400 an ounce, resulting in tens of thousands of dollars in cash exchanging hands each day.

“And they’ll need an IRS agent in each store because it’s all cash,” said Alper.

Alper said while the town can limit the number of retail operations, due to the “liberal drafting of the regulations” by the CCC, the Board of Health will have the right to issue permits to a business for the therapeutic or “casual use” of marijuana, pointing to yoga instructors, massage and physical therapists who could seek a waiver. 

“We could also see one-day licenses like we have for alcohol use,” said Alper.

Alper said the Board of Health is ready to create these regulations – it does not require Town Meeting or selectmen authorization, just an open public meeting before issuing the new rules – “so we are waiting what direction you want to take.” 

“It all leads back to you people,” said Alper.

Million Dollar Belmont: Average Assessment Hits 7 Figures As Tax Bill Jumps 4 Percent in ’18

There was a time in Belmont when the statement: “Your house looks like a million!” was metaphoric and not literal.

Not anymore, as the average assessed property in the “Town of Homes” had broken the seven-figure barrier, according to Board of Assessors when it announced the numbers during the annual tax classification hearing before the Belmont Board of Selectmen on Monday, Dec. 11.

The new “average” assessed value is $1,003,750, an increase from $942,000, according to Robert Reardon, long-time chair of the Board of Assessors, who announced that Belmont’s fiscal ’18 tax rate is set at $12.15 per $1,000 assessed value, a decrease of 4.25 percent from the fiscal ’17 rate of $12.69 per $1,000.

But don’t expect your quarterly bill to shrink in the coming year as the assessed value of property in Belmont shot up a healthy seven percent to $7.3 billion from $6.7 billion in fiscal ’17. With property values increasing at its highest percentage in more than five years, the average property owner will see their tax bill increase by 3.5 percent. 

For example, the annual tax bill on the average assessed valued property ($1,003,750 x $12.15) will be $12,195.56 in fiscal ’18; an increase of $241.58 from last year’s bill of $11,953.98.

Under the new rate, Belmont will collect $86.1 million from residential, commercial, open land and personal properties. Last fiscal year, the town raised $82 million in real estate taxes.

Reardon noted a “big” increase in new property growth totaling $2,020,408, compared to the $788,000 in fiscal ’17. On top of the existing Belmont tax base of $567,550, the Uplands development on the Cambridge border that selling units at a better than expected rate and new construction on the site is underway providing the town $600,750, nearly $200,000 more than anticipated. The completion of the electrical substation and its sale to Eversourse (the former NSTAR) brought in $852,108 in one-time funds to new growth. 

As with past years, the assessors’ recommended, and the selectmen agreed to a single tax classification for all properties and no real estate exemptions.

Reardon said Belmont does not have anywhere near the amount of commercial and industrial space – at a minimum 20 percent – to creating separate tax rates for residential and commercial properties. Belmont’s commercial base is 4.1 percent of the total real estate.

“People always assumes there’s money if you go with the split rate and that’s not true,” Reardon told the Belmontonian.

Selectmen Offers Shirley’s Town Administrator Belmont Position; Contract Possibly Monday

The Belmont Board of Selectmen voted unanimously to offer Shirley Town Administrator Patrice Garvin the vacant Belmont Town Administrator position after a public interview of the final pair of candidates on Tuesday, Dec. 5 at Town Hall.

The Selectmen anticipate approving a final contract with Garvin on Monday, Dec. 11 at its next meeting. There are reports that Garvin – who was a finalist to become town administrator in three other communities this year – is likely to have competing offers from other municipalities, which was one of the reasons the selectmen moved up by a week its vote to decide on which candidate to select. 

A resident of Chelmsford, Garvin has been Shirley’s Town Administrator for the past four years, having been the executive assistant to the town manager in Groton previously. Garvin also has experience in town government as the chair and member of Chelmsford’s Finance Committee. She had her bachelors degree from Suffolk University and earned her masters in education and developmental and educational psychology from Boston College.

Also interviewed Tuesday was Kevin Sweet, Maynard’s town administrator, who along with Garvin was the last of 19 prospective candidates seen by a screening committee headed by School Committee member Kate Bowen. Both were described by Rick White of the search firm Groux-White Consulting as “represent[ing] the younger and rising stars in the profession.” 

While the selectmen each said that both candidates would be outstanding administrators, the majority opinion was that Garvin demonstrated a grasp of the position more significant than just process and numbers. 

“[Patrice] Garvin articulated a vision which I think is important,” said Selectman Adam Dash. “[She] came across to me as practical, foreright, persistent and those are qualities we need to go forward.”

“It wasn’t just a list of accomplishments; it was a statement of purpose and motivation as well as a quiet forcefulness that we can use,” said Dash. 

Mark Paolillo, the senior selectman on the board, was impressed with Garvin’s detailed and insightful knowledge when answering financial questions, “because we are facing great financial challenges in the future.” Of the two candidates, Paolillo felt Garvin would be more successful in “finding ways to bring people together and unify the community” and “work collaboratively with departments and the school committee.”

“It was some of her nuisance responses … like growing in the position in Shirley, that tipped the scales for me,” said Paolillo.

“She did really really well [on difficult questions], the answers were really honest and didn’t sound canned. I feel like I know what we are getting if we hire her because of that,” said Dash.

While saying he was less sure about making a selection, Chair Jim Williams said he was not looking for a “fourth selectmen” but rather someone who will follow the direction of the board. While both were very capable of doing the job, “I don’t have a strong preference.” Williams ultimately voted to join his colleagues to make the decision unanimous. 

With a low-key manner and a distinct Boston-regional accent, Garvin told the board “I always want to find a career where I would make peoples lives better,” and working in local government is where she “could see my efforts and my work in a very short period.” 

She told the board as an administrator for the past four years in Shirley, she looks for common ground and finds some resolution to problems that come through her door.

Garvin said her practical experience she gained being in Shirley for the past four years was “well-rounded” from building up the town’s reserves, restructured town offices, and obtained millions in state and federal grants and funding. She described her part in revamping the Shirley Fire ambulance response from relying on mutual aid to staffing the department with EMTs and on the weekend which resulted in a positive revenue and reducing response times.

She noted that the most significant challenge in the job “is gaining the trust and respect of the board you’re working for.”

She also told board she has “three rules” when it comes to working with the selectmen: “You’re always informed. You’re never surprised. And one [selectmen] won’t know something the other two do.”

When asked what qualities she will bring to Belmont if hired, Garvin said after ten years in government, she continues to “push to know more.” 

“What drives me is my failures as much as my success. I want to learn more and do better,” said “If you’re not making mistakes, you’re not trying. And what I bring to everything I do is my full effort. If I don’t succeed with one thing, I’ll try another. I won’t give up until it’s done.” 

Vote on New Town Administrator Moved Up A Week To Tuesday, Dec. 5

The Belmont Board of Selectmen has discovered the demand for qualified professionals to manage town affairs is far exceeding the supply as the board was forced to move up by a week the vote to pick Belmont’s next Town Administrator.

The board decided to push forward its vote to Tuesday, Dec. 5, the same day the two finalists – Patrice Garvin, the town administrator of Shirley and Maynard Town Administrator Kevin Sweet – will be interviewed each for an hour by the board with a limited number of questions from the public. After announcing the finalists last month, the original schedule had the board waiting a week until Monday, Dec. 11 before making its selection. 

The switch in days, made at a hastily convened board caucus after a joint meeting of the board, the School and the High School Building committees on Thursday, Nov. 30 at the Wellington Elementary School, was due after one or both candidates were being pursued by other communities seeking to fill administrative positions. Already this year, Garvin has been a finalist in three towns, Leicester, Upton and Easton while Sweet was considered for the job in Scituate.

“Right now we have two very good candidates which we have to select. And we would like to have one of them on board soon,” said Selectman Mark Paolillo.

Letter to the Editor: Selectmen Personal Preferences Sunk Pay As You Throw

To the editor:

In a Nov. 16th public pronouncement, Jim Williams provided his reasoning as Chair of the Board of Selectmen on their recent trash decision. I appreciate his clarifying the factors that informed the decision to pursue only one option for the trash and recycling Request For Proposal (RFP). What is evident from his letter and from the September meeting where the Selectmen made their decision, was that cost, environmental impact, and convenience were not important considerations, if at all.

The Board of Selectmen broke precedent and procurement best practice by selecting only one option in the RFP. Without any basis for comparison, there is no meaningful way to know the comparative impact their choice will have on the Town’s finances. Generally, having cost information quickly narrows the choices so having multiple options means it would be easier to achieve consensus, along with informing us about the pros and cons of each option. For instance, the last time Belmont went out to bid its trash contract, an automated collection was more expensive than manual pick-up which was apparent when bids for both options were compared.

The Pay As You Throw (PAYT) option was rejected as an option for five years, (the length of the contract as stated in the RFP) not because of costs, or for lack of support (Town Meeting voted 62 percent in favor of evaluating this option). The majority of Selectmen viewed PAYT as just a financing scheme, even though proponents advocated a revenue-neutral approach, whereby the Town would give back all fees to households. This included rebating households on their monthly electric bills. Yet repeated misstatements by Mark Paolillo and Williams and Department of Public Works showed they preferred to characterize it as a tax and something that would interfere with raising funds in the future. Yet no evidence was presented to support this belief, and no public outreach was done. The irony is that the option the Selectmen chose will likely put more pressure on the need to raise taxes with more than $500,000 additional funds needed to buy and maintain barrels and automated trucks.

The experience of 147 communities in Massachusetts has demonstrated that PAYT saves them money by reducing trash sent for disposal and significantly increases recycling.

Judging from the public meetings on trash, there was no consensus on the 64-gallon bin with automated collection option. So it’s difficult for the Selectmen to claim they were acting in the majority interest of town residents.

While it’s not explicit in Mr. Williams’ letter, personal preference may have been what drove his and Mr. Paolillo’s decision. While it’s natural elected officials have their own preferences, these preferences include blind spots–something we all have. To help guard against blind spots, officials can seek out reliable information from a variety of sources. For instance, the Solid Waste and Recycling Advisory Group (I was a member) studied many choices for Belmont’s trash for over a year and recommended four options to include in the RFP. Town Meeting voted by a strong majority to compare “all options including PAYT.” Both citizen bodies provided valuable information about the Town’s preferences and viable options.

Over-reliance on one source of information can create blind spots. This was evident when Williams at the Sept. 25 public meeting stated, “DPW are the experts, we should follow their recommendations.” Yet DPW was not a neutral provider of facts. They have expressed for years their desire to implement 64-gallon carts with automated collection. In addition, in a trash audit they procured and widely publicized, the sample used for their recommendations was so distant from Belmont’s averages, it didn’t even come close to representing our trash and recycling patterns. For instance, the sample claimed the average household set out 46 gallons a week of trash. Yet the Town’s annual average is about 28 gallons, according to data from DPW. The audit also claimed households had 50 percent more recycling than they achieved on average. The Selectmen were told of these errors on several occasions, but they did not change their views or ask for a revised analysis. DPW acknowledged the audit numbers were not to be used in the RFP. The inflated estimates for total waste and recycling tonnage in the audit were apparently useful in swaying the Selectmen, but not good enough to use for the bids.

The role of Belmont’s elected officials is to provide oversight and curb attempts – accidental or intentional – to mislead the public and Town Meeting. It’s not easy to challenge the administration of the Town that we depend on for many key services. Yet, without oversight, citizens can’t ascertain that the Town has their best interests in mind when making decisions. The governance of the Town depends on this trust so using unchallenged misleading information erodes trust–something that is needed when Belmont is facing a $4 million deficit and a new high school.

To squash any questions which might check blind spots, Williams recently changed a long-standing tradition of citizen’s raising questions for five minutes prior to Selectmen’s meetings. Williams required that questions be submitted two days prior to the agenda was published, and therefore before the public knew what to comment on for approval by the Chair. At least four citizens have tried to raise questions about the trash RFP two days before recent meetings but were denied.

Where do we go from here? Adding another RFP with additional options that could potentially save money might help restore confidence that the Selectmen care about costs, convenience, and environmental impact and finding consensus as they procure services. They might also support the PTO/PTA Green Alliance’s plan to divert food waste from school trash (it represents 75 percent of school’s waste) and save the Town over a hundred thousand dollars annually. Or add curbside textile recycling that would actually earn Belmont money. There are a number of other creative options for reducing waste and saving money in Belmont if the Selectmen and DPW would work with interested citizens.

With an improved process where the Selectmen reckon with the costs and other features of different options, they can demonstrate they have heard what many have requested, provide good oversight and help restore trust in how the Town is governed. As it stands, we are left with the clear conclusion that the Town wants to implement a more expensive option – without considering other choices, in direct contradiction to the will of Town Meeting and the desires of many residents. We are going in the wrong direction, especially when the taxpayers will be asked to fund an override in the near future.

Finalists for Town Administrator’s Post to Meet the Public Dec. 5

The working group created to nominate candidates to fill the post of Belmont Town Administrator recommended two finalists who will meet with town officials, department heads and the public in the first week of December.

Shirley Town Administrator Patrice Garvin and Kevin Sweet, town administrator in Maynard were selected by the Temporary Town Administrator Screening Committee with help from the management firm of Gerux White Consulting and presented to the Belmont Board of Selectmen on Monday morning, Nov. 20.

The selectmen will vote for the new administrator at its scheduled Monday, Dec. 11 meeting after the candidates are presented to town employees and residents on Tuesday, Dec. 5 at 6 p.m. in Town Hall.

The candidates will fill the position vacated earlier this year when David Kale returned to Cambridge after serving four years in Belmont. 

Committee chair Catherine Bowen along with Rick White of Gerux White Consulting, the municipal management consulting firm that recruits chief executives and other key staff, told the board it had whittled down the number of candidates from 19 in September to 10 and then three with one of the finalists dropping out at the last moment. Bowen noted the committee “accelerated” the process “mindful of the of the market for town administrators” is quite strong

“We would love to have more [applicants] … but we believe the remaining candidates are strong,” said Bowen, with each seasoned and with a proven track record.” 

“We were looking for candidates with the proclivity and inclination to with independent boards and residents on difficult decisions in the future,” said White. 

According to his blog site, Sweet “joined the Town of Maynard in 2009, and served in a variety of leadership roles as the Director of Public Health, Executive Director of Municipal Services and Assistant Town Administrator. On April 1, 2013, he began his tenure as Town Administrator.” Sweet received his bachelor and master of science degrees from Massachusetts Maritime Academy and a Masters in Public Administration from Norwich University.

Garvin has been Town Administrator in Shirley since 2013. She previously served for six years as executive assistant to the Groton Town Manager and before that was recording secretary for selectmen and other boards in Chelmsford from 2004-2008. Garvin received her bachelor of science degrees in political science and sociology from Suffolk University and matriculated at Boston College where she earned her master’s in education, developmental and educational psychology.

In a recent evaluation of her job performance, Garvin received high marks from the Shirley selectmen.

Garvin has been quite active in the town administrator job market having been a finalist in three previous towns; Leicester, Upton and Easton. In September, Garvin just missed out being named Easton’s administrator, coming out on the short end of a 3-2 vote, her chances reportedly hurt by the town’s residency requirement. 

Sweet has also placed his name and experience out in the market, having been a finalist in Scituate.

“This is a big deal for us,” said Selectman Mark Paolillo on the upcoming decision. “It a big decision that will affect the town for years.” 

Second Time A Charm: Sanderson Appointed To Planning Board

For Edward “Sandy” Sanderson, the second time was a charm as the planning professional was appointed as an associated member of the Belmont Planning Board by a unanimous vote of the Belmont Board of Selectmen on Monday, Oct. 30. 

Sanderson’s selection came six weeks since the Selectmen voted 2-1 to deny him a seat on the Board. The change now is the Planning Board has undergone a radical transformation since the mass resignation of three long-serving members this month. 

The Planning Board Chair Charles “Chuck” Clark asked the same board that skipped over Sanderson to select two other candidates – re-appointing sitting member Raffi Manjikian and selecting Dalton Road’s Stephen Pinkerton on Sept. 11 – recommended Sanderson for the associate membership as being “the most qualified candidate” of the resumes he had seen. 

Sanderson was a city planner for the City of Los Angeles and is currently an urban and transportation planner in the Boston office of a New York-based civil engineering firm.  Sanderson matriculated at Worcester Polytech and earned a master’s in planning from the University of Minnesota. 

The change in the composition of the Planning Board occurred after former chair Liz Allison and Barbara Fiacco resigned last week, following Manjikian’s lead leaving the board earlier in the month.

Manjikian fired off a heated letter to Williams accusing Clark of creating a hostile workplace after he accused Allison and Manjikian of abusing their positions in forwarding a public/private plan which included moving the Belmont Public Library to Waverley Square without speaking the Board of Library Trustees.

In an aside, Williams criticized the three former members for leaving their positions without providing notice of their actions.

“As far as I’m concerned, if someone is appointed, not only do they have a personal obligation but they have an obligation to the town to allow a more organized departure,” said Williams. “It’s not fair to the community to do it any other way.” 

Clark told the Selectmen adding Sanderson to the Planning Board’s will allow the body to reach a quorum to vote on issues brought before them, including requests for “special permits” – which includes superseding the town’s zoning bylaws – that requires a “super majority” decision that requires four votes. Clark said his board had four applications waiting to move forward but are at a standstill until Sanderson was appointed. 

This points to the reason why we need to move on this expeditiously,” said Selectman Adam Dash. 

As for filling the remaining two members, Selectmen Chair Jim Williams suggested opening the application process to a new round of resumes for ten days as the current ones on file “are stale.” 

Applicants can send resumes to the Town Administration Office until Nov. 9. The final decision on the two positions – one will be for a single year term and the other three years – will be made at the Selectmen’s Nov. 13 meeting.
