Letter To The Editor: Belmont Against Racism Asks ‘Why And How We Can Accept This?’

To the editor:

The Board of Belmont Against Racism is saddened, anguished and, yes, angry at the taking of Black lives in our country by law enforcement officers over these past several weeks, culminating in the death of George Floyd. The COVID-19 pandemic will be overcome by our scientists, medical leaders and public officials. We ask why this same focus and determination has not and still will not be applied to eradicating racial hatreds, injustice and violence. 

Belmont Against Racism was begun 28 years ago as a sad, anguished and angry response to the police brutality directed at Rodney King on another spring day in Los Angeles. And many of us in 1992 recalled too well the events of the 1960s and the Kerner Commission report which declared that “our nation is moving toward two societies, one black, one white—separate and unequal.” So very little has changed and so it is time that we ask each other and our civic and community leaders why and how we can accept this and call ourselves a civil society whose laws and structures protect everyone, not just those whose skin tone happens to be white.

Stephen Carter, a Yale Law Professor and former clerk of Supreme Court Justice Thurgood Marshall, stated in an interview on NPR this week that this hatred, injustice and violence will continue until our country can forsake our belief in the inherent superiority of white people and inherent inferiority of black people. We believe he is right. In “These Truths,” her history of the country, Jill Lepore observes the many ways we have failed to ever really be faithful to the words from the Declaration of Independence in each generation as nativism, nationalism and white supremacy have too often contradicted the aspirations that neither the founders nor we have ever lived up to. She quotes Abraham Lincoln, who said in 1862, “We must disenthrall ourselves and, and then we shall save the country.” More than 150 years later, it seems we have barely begun to do this.

Some will be tempted to focus on the protests, riots and burning. While we too regret that so many small businesses and communities are ravaged as well by the rages that are swirling, this is not the core problem now, nor was it in 1992, nor in the 1960s. It is too easy to let our sympathy and support for those who are the rage’s victims become “the story” and not the underlying cause of racism. Kareem Abdul-Jabbar makes this point in his op-ed piece in today’s Los Angeles Times. He quotes Langston Hughes’ poem “Harlem:” 

What happens to a dream deferred?

…Maybe it sags

like a heavy load.

Or does it explode?

We are fortunate in Belmont to have leadership in our Town’s Police Department who have embraced The 21st Century Policing Principles and are demonstrating their commitment to anti-racist policing in our town.  Some in BAR can recall times and incidents when such principles were not adhered to as well. But, we have made progress in our community. Belmont is not Minneapolis, LA, St. Louis or any of the larger cities where police violence against blacks are too common and until the age of the smartphone often unseen, unless you happened to be the black victims. 

But, if we can make progress in our small town, we must retain some hope that it can be done elsewhere. However, focusing just on law enforcement is also a mistake. We who are white must continue the work to become disenthralled. It is done in small and large ways. We must pick ourselves up from these ashes and recommit to creating a country that someday will see beyond the color of our skins.

Letter To The Editor: Chief MacIsaac Discuss George Floyd’s Death And Future Of Trust

On Thursday, May 28, I received an email from a Belmont resident who, in light of George Floyd’s death at the hands of a police officer, felt it was necessary to ask me a few questions to proactively ensure the safety of Belmont’s minority citizens. I immediately answered the residents email. I have since heard from others with similar concerns, so I believe it is necessary for me to write this letter.

I watched the video of George Floyd’s death with dismay. As a police officer and former use-of-force instructor, I was sickened by the video. Speaking for the Officers at the Belmont Police Department, I can say that they, too, found the video disturbing. The death of George Floyd runs counter in every way to the values of democracy, justice, and fundamental fairness. Any officer who is not upset about the death of George Floyd, or seeks to justify the unjustifiable, should leave the profession of law enforcement.

Please know that our officers work very hard to build and maintain trust within our community. Our number one goal is to provide excellent, fair and impartial police services to the community of Belmont. Over the years, leadership at the BPD has infused an ethos into our Department requiring that all citizens and visitors to Belmont that we encounter receive fair, equal and compassionate treatment. Maintaining and cultivating this culture is our number one priority.

The most effective way we can build trust between the police and the community is for us to get to know one another.

Our officers are aware of the differences of explicit and implicit biases and have received annual training on how biases can affect their interactions with others. Belmont Police Officers are trained in de-escalation techniques that include de-escalating incidents involving people in crisis, people living with addiction, and people with autism.

The circumstances of the George Floyd death will and should cause police organizations across the country to take a hard look at their officers and their organizational cultures to prevent these kinds of tragedies from happening in the future. I can assure you that the Belmont Police Department fully embraces the six pillars of the principals found in President Obama’s Task Force on 21st Century Policing.

The Belmont Police will continue our partnerships and collaboration with existing and future groups that seek to bring social justice within our community. I have never been more proud of officers and our team at the BPD. At no time during my career, can I recall us having a group of professional and community minded officers like the ones that fill our ranks today. I will be attending each roll call in the coming week to discuss the incident in Minneapolis with our officers and to share the concerns that residents have expressed to me.

The most effective way we can build trust between the police and the community is for us to get to know one another. I, and the members of the Belmont Police Department, will always make ourselves available to anyone who has concerns or questions regarding operations, tactics and how we interact with the public.

As a police officer, it is heartbreaking to me when I learn that there are people in our community that fear the police. We will make every effort to alleviate that fear and build trust within the Community of Belmont.

One Dead In Birch Hill Road Fire That Leaves House Heavily Damaged

A female resident died after being rescued by Belmont firefighters during an early morning blaze that heavily damaged a split ranch house at 81 Birch Hill Road on Friday, April 24.

The unidentified victim was discovered by firefighters in cardiac arrest in the 60-year-old structure located near Lantern Road and abutting Hinckley Way, according to Belmont Fire Chief David Frizzell.

The victim, described as not being the homeowner, was taken by Belmont ambulance to Mt. Auburn Hospital in Cambridge where she was pronounced dead.

The fire is under investigation by the Belmont Fire and Police departments. As there was a death caused by the fire, the Massachusetts State Police, the State Fire Marshal, and the Middlesex District Attorney are part of the probe.

The fire was phoned in at approximately 4:09 a.m. by a motorist driving on Route 2 who reported it five minutes after first seeing smoke coming from the structure, said Frizzell.

Firefighters arrived to find heavy smoke coming from the attic windows, which resulted in a second alarm being called. Fire personnel discovered the fire on the first floor in the area of the kitchen which had raced up into the attic, said Frizzell.

It took about half an hour to put out the fire. Firefighters remained at the scene to search for any smoldering flames. A cat was found under a bed in the basement and handed over to Belmont Animal Control, said Frizzell.

Frizzell said the structure while heavily damaged “was by no means a total loss” with the most fire damage in the kitchen area and in the attic floorboards.

Belmont Engines 1 and 2, Ladder 1 and Rescue 1 fought the fire while Arlington and Cambridge’s Fire assisted at the scene. Waltham and Watertown provided covered at Belmont’s firehouses.

[Update] Belmont Star Market Employee Dies Of COVID-19 As Town Registers 51 Deaths To Pandemic

An employee of the Belmont Star Market on Waverley Street has died of the COVID-19 virus, according to a press release dated Tuesday, April 21, from the supermarket’s parent company, Albertsons.

The employee, Cresencia Colletti, 70, last worked at the store on Palm Sunday, April 5, according to the company. According to press reports, Colletti, who emigrated from the Philippines to the US in the late 1970s, has three children and six grandchildren. She had been living with a family on Woodbine Road for more than 40 years.

“Our hearts are heavy, and our thoughts are with that associate’s family,” said the press release.

“This is a difficult day for the entire Star Market team,” said the release.

The news of the death of Colletti comes on the day the Belmont Health Department reported 51 people – many residents of Belmont Manor Nursing Home located near to the supermarket – have died of complications of the COVID-19 pandemic. The deaths break down as:

Breaking: School Committee Chair Resigns In Policy Dispute

Less than a week after a school committee member said he would ask for the committee’s officers to step down to allow for a vote for a new chair and secretary, Chair Susan Burgess-Cox abruptly resigned from the committee effective, today, Tuesday, April 21.

“It has been a pleasure serving the Belmont Public School with an administration and staff who have a strong commitment to teaching and learning and continue to create a community of engaged learners,” said Burgess-Cox in a letter to Belmont Town Clerk Ellen Cushman.

Burgess-Cox’s resignation comes less than a week after fellow member Micheal Crowley said he would ask the officers – Burgess-Cox and Andrea Prestwich who is the current secretary – to relinquish their positions at the next school committee meeting on April 28 as part of an earlier conflict over the reorganization of the committee.

The issue was brought up at the school committee meeting on April 14 as the group discussed what is usually a perfunctory annual exercise of the selection of the committee’s chair and secretary. Under the rules, the leadership team is voted by the committee after the town election.

But with the annual election delayed to late June due to COVID-19 pandemic, just how the committee would move forward became an issue of debate. Crowley made a motion that the committee should simply move forward with the reorganization as prescribed by the town bylaws which allows for an annual election of officers. He noted the Select Board had voted its reorganization the day before.

“We need a timely transition and it was not clear when that would definitely be happening,” Crowley told the Belmontonian on Tuesday.

Burgess-Cox felt the committee should follow the three school committee policies pertaining to electing officers which would require what many saw as a time-consuming exercise. Burgess-Cox said to do otherwise would be setting a perilous precedent in which future committees could suspend policies for any reason. She also said that no candidate for either the chair or secretary had come to her to express their interest.

While no member seconded Crowley’s motion, several on the committee appeared to give Crowley’s argument more credence, especially as the district was and will continue to be under the strains of the lengthy school lockout due to COVID-19.

Matters came to a head two days later, on April 16, during a joint meeting of the School Committee’s Finance Subcommittee and the Education Subcommittee of the Warrant Committee. During a conversation between school committee members, Burgess-Cox again raised procedural issues on whether to allow the entire school committee to vote on officers at its next meeting on April 28.

Admittedly frustrated that it appeared the committee would not have a leader selected likely in the late summer or early fall “that we need to have someone involved with what could be a difficult school year,” Crowley said he would bring a motion on April 28 for all officers to step down so the committee could make their selection.

Five days later, Burgess-Cox resigned.

COVID-19 Cases Pass 100 As Belmont Manor Hit Hard During ‘Surge’

The number of residents with confirmed positive cases of COVID-19 keeps rising in Belmont, passing into triple digits with the town’s nursing homes continuing to get hit hard.

As of Monday, April 13, the state’s Department of Public Health has confirmed that 113 residents have confirmed cases of the virus, according to Wesley Chin, director of the Belmont Health Department, speaking before the Belmont Select Board on April 13. So far, 13 deaths have been connected to the virus.

In Massachusetts, there has been a total of 122,049 positive cases and 844 deaths as of April 13.

Approximately half of the positive COVID-19 cases and all the deaths in town have been residents of Belmont Manor, the 135-bed nursing home and rehabilitation center on Agassiz Avenue. Across the US, facilities such as Belmont Manor that treat or house older adults are now considered “an accelerator” of COVID-19, the Centers for Medicare and Medicaid Services said earlier this month.  

Chin told the board the numbers of positive cases in town will continue to rise for foreseeable future.

“We are in the surge period,” Chin said, “so expect this number to continue to creep up pretty significantly over the next week to 10 days” which requires the continuation of social distance standards.

“It’s really important that people continue to keep vigilant and wear masks when out in public,” said Chin. And while the federal and state governments only recommends their use, “it really is something that is essential that people do especially in supermarkets, grocery stores, anywhere social distancing is difficult to do,” he said.

Select Board members said they collectively have seen people congregate around town, at the Cambridge Reservoir, around the perimeter of the Grove Street Park and walking on conservation land without regard to social distancing practices.

“People need to be serious about this,” said Adam Dash. “I think wearing a mask and keeping away from other people is a fair thing to ask at this point in time, especially when we heard [Chin] say we are in the thick of this thing.”

Breaking: COVID-19 Deaths Soar To 13 As Virus Sweeps Through Belmont Manor [REVISED]

Deaths in Belmont due to COVID-19 skyrocketed from 1 to 13 in four days as the coronavirus has swept through the Belmont Manor Nursing Home and Rehabilitation Center, according to town officials on Saturday, April 11.

“The Town of Belmont has received confirmation that to date thirteen residents of the Belmont Manor Nursing Home have died due to complications of COVID-19 (Coronavirus),” said Jon Marshall, assistant town manager in a statement from the town.  

The number of positive cases of COVID-19 among residents confirmed by the state Department of Public Health has more than doubled since April 7 now at 95, with 56 coming from residents of Belmont Manor.

According to the Belmont Health Department, since COVID-19 testing began, 59 percent of residents testing positive reside in some type of long-term care facility. The remaining 41 percent of Belmont cases are due to community spread, meaning there has been no clear source of transmission. The virus is impacting residents of all ages.  

“The Town has been in daily contact with Belmont Manor for several weeks and has provided ongoing support in their effort to address the virus and its impact on the facility.  The Town of Belmont will continue to assist Belmont Manor as it goes through this difficult time,” according to Marshall.

“The Town is deeply saddened and expresses its condolences to the families and staff at Belmont Manor,” the statement read.

On April 7, Gov. Charlie Baker announced the launch of a new Nursing Home Family Resource Line. The dedicated telephone line is staffed 9 a.m. to 5 p.m. seven days a week. This resource was created so that family and community members have one central contact that they can reach out to if they have questions or concerns about the care their loved one is receiving during the COVID-19 outbreak. Family and community members can call the line at 617-660-5399.

The number of confirmed positive COVID-19 cases continues to rise throughout the state and in Belmont. On April 1, Belmont had 16 cases, a week later, on April 7, it had doubled to 35.

Testing

If you have symptoms, and you believe that you should be tested for COVID-19, first contact your healthcare provider. They will decide whether you need to be tested, but keep in mind that there is no specific treatment for COVID-19 and people who are mildly ill may be able to isolate and care for themselves at home. 

If your health care provider recommends that you should be tested, but their facility cannot offer the test, obtain a referral and contact one of the facilities on the Massachusetts Department of Public Health list of COVID-19 Testing Sites in Massachusetts.

Keep in mind that you may need to undergo an additional eligibility screening before you can be tested, and that these sites require an appointment, they do not take walk-ins.

Face Coverings 

The US Centers for Disease Control (CDC) is recommending that individuals wear cloth face coverings when in public settings (i.e. grocery stores, pharmacies, etc.) where it may be difficult to safely engage in social distancing practices.  This recommendation from the CDC is due to increased evidence of asymptomatic spread of COVID-19.  This refers to the transmission of the virus from a person who does not develop symptoms.

To help prevent the spread of COVID-19, it is important for all Belmont residents to begin engaging in this practice when in public settings where they may encounter individuals with unknown health statuses.  It is equally important to continue engaging in social distancing practices and to remain at least 6-feet way from others when in public.

The CDC has also posted information on how to make your own face covering, including examples of both sewn and no sew patterns.

Grocery stores

On April 7, the MDPH released further guidance to promote social distancing at grocery stores. The new guidance requires that each grocery store limit occupancy to 40 percent of its maximum permitted occupancy level. It also sets out procedures by which staff should monitor occupancy levels. MDPH has posted new grocery store guidance on its website. 

Things to keep in mind when you go to the grocery store:

  • Follow guidance posted in-store and instructions from grocery store staff on social distancing.
  • Only send one person per family, leave children and other families members at home if at all possible.
  • Buy enough to extend how long you can go until your next trip, but don’t buy up too many of one particular item.
  • Shop at an off-peak time if possible. In the morning before 10 or 11 am tends to be the busiest time in many area stores at the moment.
  • Wear a face covering.

Medical Reserve Corps

The Medical Reserve Corps (MRC), is a national network of volunteers under the US Department of Health and Human Services. The Metro East MRC is the regional unit serving 18 communities, including Belmont. Currently, Metro East MRC volunteers are activated delivering food and medications, staffing call centers, and providing backflow to medical facilities in the region. For general COVID-19 questions not specific to the Town of Belmont, all Massachusetts residents encouraged to call the state’s 2-1-1 hotline that is staffed by operators 24/7 and with translators available in multiple languages.  Residents with questions can dial 2-1-1 from any landline or cellphone or use the live chat option at the Mass 2-1-1 website

The Town of Belmont has also established a COVID-19 Informational Call Center to allow residents to ask non-medical questions specific to COVID-19 in Belmont. The call center will be staffed Monday through Friday from 8am to 4pm the number for the call center is (617) 993-2222. Questions can also be emailed to: belmonteoc@belmont-ma.gov .

First Death To COVID-19 In Belmont, Infected Cases Doubled In Three Days

The Belmont Health Department announced the first death of a Belmont resident related to COVID-19 in a press release dated Thursday, April 2.

The victim was a resident at a long-term care facility in Belmont, said Wesley Chin, Belmont’s Health Department director.

As of April 2, Belmont has 32 confirmed positive COVID-19 cases, according to data from the Massachusetts Department of Public Health. The number of positive residents has more than doubled since 14 residents were confirmed on March 30.

While he did not identify the facility, Belmont Manor in the Waverley neighborhood acknowledged this week that it had a confirmed case.

“This patient developed symptoms consistent with COVID-19 while they were at the long-term care facility, and was transported to a local hospital for more advanced care where they died,” said Chin.

Chin said the facility has 14 residents who are confirmed positive cases.

Chin said that due to the infectious nature of COVID-19, “the long-term care facility is dedicating a wing of the facility to isolate patients suspected to be positive with the virus. The facility is also designating staff that will only work with patients exhibiting COVID-19 symptoms.”

Staff of the long-term care facility is working with Belmont town departments (Belmont Emergency Management Agency [BEMA], Health Department, Fire Department EMS) and state agencies (Massachusetts Emergency Management Agency [MEMA], Massachusetts Department of Public Health [MDPH], and Massachusetts Bureau of Health Care Safety & Quality) to continue to identify all contacts and to proactively implement infection control measures to prevent spread.

To identify any additional patients positive for COVID-19, BEMA has requested assistance from MEMA to request that the Nursing and Rest Home testing program operated by the National Guard and MDPH conduct patient testing of all residents in the long-term care facility.

Budget Bloodbath: Belmont Finances ‘Severely Impacted’ Due To COVID-19; Cuts In Basic Services, A Call For Layoffs, Furloughs

It’s ugly. And it’s likely to get uglier.

That’s the first impression of Belmont’s town finances after initial estimates of the impact on the current and next year’s budgets by the COVID-19 pandemic, according to Town Administrator Patrice Garvin speaking before the Warrant Committee via video conference on April 1.

With all town departments already “running lean” before the pandemic struck “another cut is going to severely impact the operations and the services we provide the residents of the town,” said Garvin.

While there are “too many uncertainties” to make any good estimates of the likely shortfall, it’s nearly certain that the anticipated pronounced loss of revenue will place a strain on the current fiscal year 2020 budget while triggering real pain in next year’s fiscal 2021 budget – which begins July 1 – from lose of basic government services and likely layoffs and furloughs of town workers, according to Garvin.

“Direr but probably realistic,” said Warrant Committee Chair Laurie Slap hearing members reiterate their belief that revenues will drop significantly with resulting cuts in expenditures.

The sudden shut off of the revenue spigot comes as the town was close to finalizing the fiscal ’21 budget that was going to be brought before Town Meeting by the Select Board. The last draft presented to the Warrant Committee, the Town Meeting’s financial “watchdog,” projected the ’21 budget at $136.6 million.

For instance, a 10 percent cut in just one line item, total state aid in fiscal ’21, would force the town to slash $1.2 million from the budget that has a revenue gap of $5.6 million. Garvin noted state aid was reduced by 20 percent between 2008 and 2009 when the last economic downturn occurred.

The town is currently looking back at town budgets in 2008 and 2009 when the country last entered into recession to get an idea of how revenues took a hit.

Override in doubt?

In addition to services, Belmont, according to Select Board Chair Tom Caputo “will need to think long and hard about whether or not … our plans for an override in November still, in fact, make sense.” The proposed “operational” override – in the $6 million range – was seen as critical in meeting town services and needs by the school district in managing a continued surge in enrollment.

The rapidly moving series of events of the past six weeks due to strategies to halt the spread of the coronavirus has Garvin and her staff attempting to hit a moving target to provide the Warrant Committee some semblance of confidence it is receiving figures it can analyze.

When the seriousness of the spreading pandemic was fully understood two weeks ago, “we quickly came to the realization that fiscal year ’21 and some of fiscal ’20 could be severely impacted” most notably by the loss of state and local revenue, said Garvin.

Now and moving forward, the town has been “scrambling” to review its revenue projections from its February budget estimates, said Garvin.

Caputo said the massive disruption in the economy from the coronavirus requires the town “to rethink our [fiscal] ’21 budget that we laid out several months” which “was one that was going to work if everything remained as we had hoped” before the COVID-19 virus caused commerce and life to be upended.

While the largest sources of revenue, real estate property taxes with an estimated revenue of $92.2 million in fiscal ’21, continue to show high compliance levels, the town is preparing for significant reductions in the aforementioned state aid and local revenue collected from fees and services.

In a four-page overview of the ’21 budget, the town has been working on, the majority of line items are color-highlighted as likely to experience a drop in revenue.

Areas where revenue numbers will shrink from the February earlier estimates will be in new growth (expected at $920,000), meals ($234,000) and excise taxes ($3.7 million) and as will parking tickets and fees from building permits. The Recreation Department was seen as generating $1 million into the town’s coffers yet now could see receipts plummet if the Underwood Pool can not open for the summer recess.

While many of the fees are relatively small – from a few thousand to over a million dollars – if each takes a significant hit, they will add to a larger deficit in the fiscal year ’21 budget projections.

“In a nutshell, [fiscal year] ’21 is just a work in progress,” said Garvin. “We’re going to just keep running different scenarios … and seeing where the [Select] Board and the Warrant Committee wants to go.”

Warrant Committee member Ellen Schrieber noted that losses in fees and other revenue in the current year will likely damped estimates of the number of reserves – mostly from the town’s free cash account – which was expected to be passed forward into fiscal ’21 to fund gaps in the budget.

Garvin agreed, saying free cash “is where we’re going to get the hit next year.”

Hiring Freeze, Layoffs Possible

While the budget outlook is far from clear, the town is already formulating “initiatives” to begin filling the gulf of red ink facing the town. The likely first step will be a “thoughtful” hiring freeze, according to Caputo, as well as keeping a cap on overtime payments with the exception of public safety and a possible town-wide spending freeze with only “the most critical and essential items.” according to Garvin.

One significant area the town and Select Board are “brainstorming” to reduce expenses is looking hard at salaries which is the “primary” expenditure in the budget, said Caputo.

Warrant Committee member Geoffrey Lubien breached the topic of possibly furloughing town employees, noting that while not ideal, it would allow those individuals to secure unemployment benefits.

Garvin said that such conversations are occurring with the Belmont town counsel as nearly all the employees are union-represented and there needs to “decipher” the difference between a furlough and a layoff.

Lubien did followup saying reducing the workforce should be a last resort since “to let people go and then try to get them back is very difficult.”

One area of town that was only briefly touched but which looms large in town finances was schools. Yet Warrant Committee member Chris Doyle was blunt on her view that significant savings should come from the district that she believes isn’t functioning at full capacity with the schools closed and students being taught remotely.

“There is zero chance that teachers are spending anywhere close” to the same time they were in school “and it makes me want to be very encouraging for a broad furlough in the school department,” said Doyle.

Mike Crowley, the school committee representative to the Warrant Committee, felt layoffs “isn’t going to help the kids” during a difficult and at times problematic transition from educating students in a classroom setting to one at home in front of a computer.

The town is also discussing the possibility of using a provision in Gov. Charlie Baker’s Declaration of Emergency which allows municipalities to run a budget deficit due to “natural disasters on direct coronavirus expenses” The law gives a city or town breathing room to recover from a calamity by allowing the deficit to be paid off over the subsequent three fiscal years.

But for now, Garvin will be meeting with department heads and the school district to discuss where cuts can be made in an already lean program while waiting for more information from the state and town.

“There’s a lot of uncertainty and we’re just kind of moving along, keeping our eyes on what we think is going to be most impacted and go from there,” said Garvin. “I could put something together for today and a month [from now] it could be completely different.”

Belmont School’s Remote Learning To Begin This Week, Lasting Until May 4

Assignments, reading and a “regular” school day.

Those are the highlights of the new way of education as Belmont School District begins this week “Phase 2 Remote Learning” for the nearly 5,000 students enrolled in the town’s public schools.

The change to learning through the internet and email, which will run until May 4, is another way the COVID-19 novel coronavirus has fundamentally altered the norm.

In an email dated March 30 to the community, John Phelan, Belmont district superintendent, provided a timeline for the next month detailing the approach Phelan and the district leadership team, made up of principals, teachers and directors, are taking in creating an off-campus curriculum for K-12 following the guidelines from the Massachusetts Department of Elementary and Secondary Education.

The “Phase 2” will emphasize “reinforcing skills, curriculum advancement, and new and meaningful learning opportunities [in] remote learning,” wrote Phelan.

The timeline for Phase 2 is:

  • On Tuesday, March 31, Belmont’s six school principals will hold faculty meetings to outline the framework of Phase 2 Remote Learning.
  • Those specific details will be emailed by the principals to families on Tuesday, March 31 following the faculty meetings.
  • Principals will set times for staff to access their school and classrooms to gather needed materials during the remainder of the week.
  • Educators will spend time working to review, plan, and prepare for this work with the goal of contacting students and families starting this week and no later than Monday, April 6.
  • The enrichment and re-teaching work “Phase 1” provided students and families for this week should remain in place unless your students/teacher(s) are prepared to move forward with the Phase 2 plan.

The timeline for Phase 2 will be in effect at least until May 4.

Unlike Phase 1 which was student-led reteaching and enrichment of what was learned during the school year, Phase 2 will be teacher-directed with pupils will be expected to spend at least three hours a day working on the reinforcing skills and new and meaningful remote learning opportunities.

Under Phase 2, students in 5th to 12th grade will:

  • Complete and submit work within a set deadline.
  • Open and address daily morning emails from educators.
  • Read for an hour a day.

Younger students, from K-4, will:

  • Engage in daily activities that their families will receive daily via email.
  • Read for a half-hour a day.

Teachers will be tasked with doing what they have been previously, just doing it through the internet. Those tasks include being an instructor and facilitator, collecting and grading assignments, creating resources for students, and even hold “office hours” to allow for a more personal “human touch.”

Phelan also apologized for the delay in communicating how the remote learning process was being developed and implemented.

“I take responsibility for the role of communicating the hard work we have engaged in over the last week, in order to provide a more direct form of Remote Learning in Belmont,” he said.

Moving forward, Phelan said the district is meeting the challenge the community is facing.

“The community of Belmont has always been a great supporter of public schools. This support has always been valued and appreciated by the faculty and staff in Belmont. Please know that your teachers, directors, and principals have been working hard and will continue to do so on behalf of their students,” said Phelan.
