School Committee Says ‘Yes’ On Interest To Host New Rink Along Concord Avenue

The pieces are beginning to fall into place pointing to a new skating rink coming to Belmont in the next two years.

And while there are a pair of locations where the replacement for the ancient “Skip” Viglirolo rink is expected to be sited, there is growing support over the past month pointing to Belmont School District property along Concord Avenue across from the Underwood Pool as the likely spot, beating out a facility at the former incinerator site on upper Concord Avenue on the Lexington town line.

In an important step that would keep the rink adjacent to Harris Field, the Belmont School Committee vote unanimously at its Tuesday, Dec. 19, meeting to proceed with a Request for Proposal (RFP), which will solicit proposals through a bidding process.

“This is a town project, not just a schools project,” said Belmont Superintendent John Phelan at the meeting.

The School Committee Chair Susan Burgess-Cox said while moving forward with a RFP, the committee would be open to all suggestions and comments from the public on developing the site which will have its chance to express its opinion at a January community meeting on the future of the incinerator site that will impact the rink development.

While hardly the size of a new public/private venture in New York City that will house nine skating rinks, Belmont Youth Hockey in a presentation before the School Committee in April proposed a space with an ice sheet-and-a-half (with the half ice sheet covered for nine months and used by spring, summer and fall youth and high school sports teams) with recreational open space, an indoor track and locker rooms that can be used by indoor and outdoor sports teams.

(A public/private rink to replace the aged “Skip” is not a recent concept as it has been talk about around town since 2015.)

While no decision has been made by either the School Committee – which owns the property – and the Board of Selectmen which has final say what will go on the incinerator land, recently presented analysis of the two locations appearing to give the clear edge to the school’s site.

At the school committee meeting Tuesday, Phelan presented a pro and con comparison of the two sites. Noting that the 1970s-era “Skip” is well-passed its useful working life and is only kept running with “McGyver”-style hacks to the ice-making machinery, Phelan said a new rink built through a public/private partnership – in past schemes, Belmont Youth Hockey would manage the rink that is constructed on land provided free of charge by the town or schools – would provide local access to ice time for the community and the Belmont High School ice hockey teams. Under this scenario, the direct cost to town ratepayers would be zero.

As for the pro’s of the high school site, it would be convenient for the school’s teams, it would increase locker space for boys and girls teams who play at Harris Field, it would not need state regulatory approval and just town zoning permits and there would finally be on-site parking as opposed to using  Concord Avenue and several side streets.

“There’s a nice energy of uses if it was on the high school site that would complement the new fields,” said Phelan.

One big con would be the potential loss of playing field space during and after the building is completed, additional traffic and the possible congestion created as the rink will be constructed while the 7-12 school is being built less than a quarter mile away “would be challenging,” said Phelan. 

The incinerator site does have its pro’s as in less traffic impact on the local neighborhood, doesn’t interfere with new school’s construction site and there is enough land to build a rink with two full-size ice sheets.

But the cons at the incinerator are steep: school teams would need to take one bus to and from practice at a cost of approximately $400 daily or $2,000 each week for up to 14-16 weeks. Because there are state-issued conditions on what can be placed at the incinerator location and environmental issues, it is expected to take up to four years before the first shovel is put into the ground, which will also require the town to pick up maintenance costs and likely repairs at the old rink until construction is completed. There is the issue of capping the toxic landfill site which will cost the town approximately $3.5 to $4 million, an amount a non-profit rink organization would find daunting to help pay and would force up rental fees. Finally, there are concerns that a foundation for the building and ice sheet on ground that is infill and close to wetlands could be prohibitively expensive.

While a number of committee members voiced some concern about the loss of fields for high school sports teams (depends what the winning RFP bid specifies) and would a new rink replace the locker room space lost when the White Field House is demolished (“yes,” said Phelan), they also felt the added transportation costs and far-off location of an incinerator-located rink were less than attractive.

By the end of the presentation, the committee was ready to put the school district’s stake in the ground for new rink. But while interested in building on the property, the district and committee “[are] not yet committed to doing so,” until the public process is completed, said member Andrea Prestwich.

 

Dismissal Of Well-Liked Teacher Leads To Call By Students To Reinstate Educator [VIDEO]

You’d be hard-pressed to find a Belmont High School student who didn’t enjoy having Roanne Bosch as their English teacher.

“She’s everything a teacher should be, noted Brown; passionate, driven, compassionate and true understanding of all of our needs,” said senior Haley Brown, who with fellow 12th grader Eva Hill took Bosch’s junior honors class – which focuses on American writers – the year before and came back this school year to be her teaching assistants.

“She’s universally loved in a school which is hard to do with such diverse population,” said Brown.

The reason for such high praise for someone at Belmont High for only the past two years, is “this innate talent that’s not commonly found, it’s about her character that makes students really want to learn,” said Brown. “She really cares what each person say in class then asks them more questions, treating us like mature young adults with ideas that are valid,” said Hill.

The result is student’s care about the material rather than completing it by rote, said Hill.

With a growing number of students drawn to her teaching approach and lessons, it would appear that Belmont High had discovered an educator with that something special that every district is seeking to teach in their schools.

But Bosch’s classes will be filled by another educator in September as the school district declined to extend the English teacher’s contract for a third year.

For students, parents and some fellow teachers, the news came as a bolt from the blue.

“All of the blood left my head. I was in shock,” said Brown after hearing that Bosch was not asked to come back

“I saw a Facebook page that said Miss Bosch was leaving and I thought it was a [prank],” said Hill.

It’s not that Bosch lacks experience in the field; a third generation teacher, she joined Teach For America after graduating from the State University of New York College of Environmental Sciences and Forestry and earned a master’s in education from Harvard. Bosch taught at Lexington High School in the mid-2000s and earned professional status there in 2011 before teaching at Belmont. 

While Bosch quietly told students about her status, the news got out to the hallways and across the school in a flash. 

“The response has been incredibly passionate,” said Brown, which included a student writing “#freebosch” on his arm. 

Students rallied to come up with a plan to allow Bosch to come back for the next year. Brown and Hill joined others to create a petition on change.org in which 705 students, parents and others are calling the Belmont School Committee to rehire Bosch. Parents began discussing possible tactic to remedy what they see is a problem in fairly evaluating staff. 

What is troubling to Brown, Hill and other students is that no reason has been provided by the district for why Bosch was terminated. “We don’t know how many people were part of the decision, who they were and what was the criteria they used. It seems pretty arbitrary since all we know is how engaged and great she was in the classroom,” said Hill.

Belmont School District Superintendent John Phelan told the Belmontonian in an email “[t]he district respectfully will not comment on employment and personnel matters.”

If a teacher of Ms. Bosch’s caliber can be let go without a second thought, it worries us about the future, said Hill.

“It’s evident to us that the district’s decision was a mistake,” she said.

The students and their supporters will take their cause to the Belmont School Committee at its Tuesday, May 22 meeting at the Chenery Middle School with the ultimate goal of seeing their teacher back at Belmont High in the fall.

“We want to make a difference and reinstate Miss Bosch,” said Hill

As they have been working on the effort, the goal is now bigger than just bringing back Bosch, said Brown. “How is an educator who will be in the same position in the future to know how to do better in the future?” she said.

“We want to foster an environment where more teachers aren’t afraid to try new things and engage with all their students and treat them like they deserve to be there no matter how academically talented they may be,” said Brown.

“Why would a teacher who is an innovator want to come to Belmont when they fire the ones they have here already?” said Hill.

Burbank Picked To Be Modulars’ New Home With a $2.2M Pricetag

The fall Special Town Meeting now has a price tag for the big ticket item on its agenda as Belmont Schools Superintendent John Phelan recommended four new modular classrooms be sited at the Mary Lee Burbank Elementary School on School Street.

The anticipated cost of the project – which will be up and running in September 2018 – is $2.2 million, excluding furniture and teaching equipment, Phelan told the Belmont School Committee at its Tuesday meeting, June 20.

“This is a very significant ‘ask’ to the town for the Burbank to take on the modulars,” said Phelan.

The Burbank was selected at the Butler Elementary School to be the home of the third set of modulars used by the district – there are several at the High School while six were installed at the Chenery Middle School in November 2016 – to alleviate the skyrocketing enrollment gains occurring throughout the district.

Phelan said adding the classrooms will help reduce class sizes in elementary grades from 25 and 26 students per room to a more acceptable 22 to 23 students.

Last month, administrators and staff held a pair of two-hour meetings at each school to discuss the concerns of residents and parents of adding prefab structures, afterward was a walk of the sites with an architect.  

The Burbank four modular will be sited adjacent to the rear of the school building which will allow for a covered walkway. The location will also have a minimal impact on neighboring houses as it’s lower than nearby Richardson Road and next to a stone wall.

Another factor leading to the Burbank taking on the modulars was its ability to take on additional students without affecting the teaching going on at the school. While it could have met the needs of students if selected, Phelan said the Butler had been home to a historically smaller school community, which has worked educating students successfully.

The greatest difference between the two proposals was the extensive infrastructure proposed at the Burbank. Including the repair and expansion of the parking lot and the overhaul of the playground area while the Bulter’s improvements would be limited to adding sod to the school’s two playgrounds.

In dollars and cents, the Burbank’s infrastructure costs exceed $692,000 compared to $172,000 at the Butler.

Heather Rubeski of Dalton Road, a Burbank parent and Precinct 7 Town Meeting Member told the committee and Phelan that presenting the most expensive option to the town’s legislative body could result in pushback by members.

“When I look at the cost difference of almost $500,000 … I think there is gonna be a lot of questions at Town Meeting on why are we spending all this extra money to put them at Burbank when the town has many things it needs to spend money on,” Rubeki said.

Putting on her “parent’s hat,” Rubeki also asked why would the district select the Burbank for additional space when the school population has been static resulting in children being bused to the school in September 2019.

“It has a feeling of ‘us’ vs ‘them’ and that has become very noticeable in the parent conversations,” she said.

Town officials and Town Meeting members had already begun on how to pay for the modulars with discussions on whether to dip into the “free” cash account which paid for the prefab classrooms at the middle school (a total of $1.4 million) or to finance the project through a bond.

Phelan said moving forward with the project is the best solution until a decision is made on the future of the new Belmont High School which will impact the district’s building requirements. 

“This is something that I believe is a good decision for the town … that this is a short-term trend that will help inform our long-term planning as well,” he said.

Belmont School Budget Tops $60 Million With Town’s Share $53 Million

It got a bit more pricey to educate the kids in Belmont as the School Committee unanimously approved the fiscal 2018 school budget that tops $60 million.

Saying that there were “no surprises” in the final numbers, the School District’s Director of Finance, Business, and Operations Anthony DiCologero said the school department would request $52,969,484 million from Town Meeting in June when the town’s legislative body takes up financial articles.

With anticipated state and federal grants along with revolving fees, the total budget for the coming fiscal year just tops $60 million – actually $60,003,414, DiCologero told the board.

Compared to fiscal 2017, the town’s portion of the school budget increased by 5.7 percent, from $50.1 million to $53 million, an increase of $2.8 million.

Regarding total dollars, salary and wages increased by $2 million with cost of living increases and STEP adjustments moving higher from $185,903 in fiscal 2017 to $773,662 in the proposed 2018 budget, a $588,000 increase between the two years.

Also, health insurance premiums are budgeted to increase by nine percent – a little more than $500,000 – over the fiscal 2017 amount.

DiCologero told the committee the district were carrying forward all teaching positions from 2017 while adding five full-time equivalent positions as provided in the third year of the Financial Task Force Committee budget created the year of the $4.5 million override passed by town voters in April 2015.

Other budgetary issues of note:

  • One additional regular education school bus has been added to the seven bus fleet to accommodate the increase in enrollment.
  • User fees will remain the same in fiscal ’18.
  • General funds were increased by the index the Financial Task Force created.
  • All federal grants in fiscal ’18 are level funded from fiscal ’17 with small contractual increases for staff allocated to the subsidies.

Public Forum on New Belmont High Thursday at the Beech 7PM

The first Belmont community forum on the Belmont High School Project will be held at the Beech Street Center at 266 Beech St. on Thursday, April 6, starting at 7 p.m.

The agenda for this meeting will begin with a project update presented by the Belmont High School Building Committee followed by an update on the Educational Plan presented by Belmont School Superintendent John Phelan.

These presentations will then be followed by an opportunity for the public to ask questions and provide comments.

School Committee to Ponder Pre-Labor Day District Opening in ’17

Long standing end-of-summer activities of Belmont families could be put on hold next year as a majority of the Belmont School Committee spoke favorably of opening the town’s six public schools the week before Labor Day next September.

The committee’s unofficial consensus came as the school administration presented a draft of next school year’s calendar to the group at its scheduled meeting on Tuesday, Nov. 29.

Under the proposed timetable, the 2017-18 school year would begin on Wednesday, Sept. 6, one of the latest opening in many years as Labor Day will be celebrated on Monday, Sept. 4. The late start will also mean kindergarteners would not have a full day until Monday, Sept. 11.

“That’s a long way before classes start,” said Belmont Assistant Superintendent Janice Darias.

The final day of school without snow days included will be Wednesday, June 13. With the traditional five snow days added, the school year ends on Wednesday, June 20, the day before summer.

High School graduation would be on Sunday, June 3, 2018.

While praising the preliminary Almanac, the late start allowed Superintendent John P. Phelan to reiterate a long-standing personal preference that students and teachers benefit from a pre-Labor Day start to the school year.

Phelan said holding two full days of classes on the Wednesday and Thursday before Labor Day allows students “to get all the hot air” out of their systems before the long holiday weekend.

Psychologically, the “first-day worries” experienced by students and teachers are out of the way, and the students are “in school” during the first full week in September, said Phelan.

While traditionally the case against a pre-Labor Day start was predicated on families being on long vacations and in camp up until the holiday, many students, especially in the high school, are active with school events before the holiday. All the fall sports programs have begun training with many scheduling scrimmages and attending pre-season tournaments while the 100-plus member marching band is perfecting their routine during the same period.

And due to the lateness of Labor Day, many local and out-of-state camps will have shut down weeks before and sent the children home.

An earlier start “helps working parents” who have two to three weeks to fill before traditional school starts.

Phelan also noted teachers and staff “liked starting before Labor Day” as it allows them to finish perfunctory classroom matters during the short week and start original studies on the Tuesday after the holiday.

For the majority of school committee members, the change – which would go against district policy to start the school year after Labor Day – is well worth considering.

“I’m more than willing to explore” changing the start of the school year, said Committee member Tom Caputo. Susan Burgess-Cox noted in her family her daughter, entering first grade in September, “had a stomach ache” over the Labor Day weekend due to the anxiety attending a new school while her niece in Acton benefited from two days before the long holiday to explore her new school.

Darias said she would present at least one alternative calendar with students in classes on Wednesday, Aug. 30, (teachers and staff would begin Monday, Aug. 28) at the next school committee meeting on Dec. 13.

Down to Three: New High School Will Configure for Building with Either Grades 7, 8 or 9-12

The Massachusetts School Building Authority has spoken, and Belmont residents, and educators will select from one of three school configurations which, by sometime next year, will become the design for the renovated Belmont High School.

And the options are:

  • Grades 7-12
  • Grades 8-12
  • Grades 9-12

By March of 2017, residents, educators, and students will be able to comment on the first preliminary designs of a new Belmont High.

The decision from the MSBA was revealed by Belmont School Superintendent John Phelan at the Belmont School Committee held Tuesday night, Sept. 27 at the Chenery Middle School. Phelan will make the same announcement before the Belmont High Building Committee on Thursday morning, Sept 29. 

It is now up to the building committee “to become comfortable with the state’s decision” said Phelan and accept the trio of school configurations – which it is expected to do – moving forward on the $110-$120 million building project.

Since it was selected by the MSBA in January to partner with the state on renovating the 45-year-old school off Concord Avenue, the town, and school district have moved forward on the project, selecting a building committee and working with the state on what could be built at the site and what options should be dropped. 

This summer, Belmont sent the MSBA a wide-ranging list of possible uses in the school. In addition to the traditional 9-12 and 8-12 grades, options included building a separate structure to house the town’s Pre-K and Kindergarten programs in an effort to lessen the overcrowding in the district’s elementary schools.

The MSBA concluded that even if part of a new high school campus additional structure would need to be a separate application for state funding. The state is expected to reimburse the district in the range of a third of the actual building expenses. 

After the Building Committee approves the three options, the state will send the town a revised letter it initially sent in June 2016 – including the state’s estimate on total student enrollment  – which the committee must sign and returned to the MSBA by Nov. 7. 

After some give and take with the district, the MSBA has settled on a school with a “design enrollment” of 1,475 pupils. But Phelan said the actual number of students attending the school is expected to be higher than the state’s number as the high school’s “design capacity” – which is determined by the number of educational programs offered by the school and requires added space requirements – will bump up that figure.

After the revised letter is in the MSBA’s hands, the district will formally enter into the next phase of the building process which is building a design team. The first bids from the building committee will go out seeking a project manager and architects sometime after the first of the year.

“Once the letter is sent to the state, all this becomes a building committee project,” said Phelan, as the district will step back from the process.

Beginning in the spring of the New Year, residents and other parties will be asked to be involved in selecting one of three configurations offered.

The first building schematics by designers will be presented by approximately March 2017 “and give the general public a chance to see a 7-12, 8-12 and 9-12 school would look like in a way that the average community member, teacher, and student would be able to say, ‘Oh, that’s how they would organize that type of school.'”

“And that would allow people to have a better and more informed decision on what configuration they would support,” said Phelan.

The public process for selecting the best arrangement of grades will be done parallel to the committee’s work, to be led by an experienced education facilitator “that can help us bring information from the public to the project manager and the design architects.”

We’re #1: Belmont Schools Earn Top-Ranked Level 1 Status, Butler a ‘Blue Ribbon’ Candidate

The Belmont School District and its six schools earned the Level 1 Accountability Determination as the district continues to show “the strong, positive results of well-aligned curricula, high-quality instruction, and high expectations for all students,” according to the state’s Department of Elementary and Secondary Education which released 2016 accountability data for schools and districts on Monday, Sept. 26.

All schools, and therefore the district, earned the Level 1 Accountability Determination for meeting the gap-narrowing targets for “all students” and the “high needs subgroups.”

“Our students’ performance on the state assessments and growth measures continues to be impressive,” said John Phelan, Belmont Public Schools superintendent, adding that the district earned the Level 1 Accountability determination for meeting the gap-narrowing targets for “all students” and the “high needs subgroups.”

The state’s accountability system sets the goal of narrowing proficiency gaps by half in six years, as measured by the Progress and Performance Index (PPI). 

“High needs” is the unduplicated count of all students belonging to at least one of these three subgroups: 

  • students with disabilities, 
  • English Learner (EL) and former EL students, and 
  • economically disadvantaged students.

Additionally, two Belmont schools received special commendation for their assessment outcomes:

Daniel Butler Elementary School is one of three Massachusetts public schools the U.S. Department of Education is considering as a candidate for the 2016 National Blue Ribbon School Candidate for High Performance. Last year the Butler was commended for High Achievement.

Mary Lee Burbank Elementary School is recommended for High Progress.

Belmont High School earned a Level 1 Accountability Determination, up from a Level 2 from last year because the progress of students in the “high needs” subgroup last year was not sufficient to meet their particular gap narrowing goals. Thanks to their careful analysis of the data and action plan to address the issue, performance of students in the high needs subgroup improved.

“The high school administrators, teachers, and students are to be commended for developing the school’s accountability determination to Level 1 this year,” says Janice Darias, AsstSuperintendent of Belmont Public Schools.

“I extend my gratitude and congratulations to all who worked to support our students’ learning,” she said.

The annual Progress and Performance Index measures a district’s, school’s, or subgroup’s improvement towards its target over a two-year period on up to seven indicators: 

  • narrowing proficiency gaps in English/Language Arts, mathematics, and science; 
  • student growth in English/Language Arts and mathematics; 
  • and the annual dropout rate and graduation rate for high schools.

This Daye Helps Students, Parents Navigate Safely to School

It may have been a rainy opening of the Belmont school year on Wednesday, Sept. 7, but for Jacqueline Daye, it was nothing but sunny greetings to everyone crossing the roads heading to the Roger Wellington Elementary School on Orchard Street.

A crossing guard employed by the town, the new school year is a return to the corner of Common and Orchard where Daye hold forth.

“Hi Jackie!” said a child, as Daye moves into traffic, halting cars and trucks with her handheld “stop” sign at the ready.

“Good morning! Welcome back, guys!”

“Hello Jackie. How was your summer,” asked a parent.

“It was great. I’m glad to be back.”

Small in stature, Daye’s easy smile and warm disposition can brighten a particularly gloom day before the students enter the classroom. From September to June, in rain, the heat and snow and on those perfect mornings and afternoons that interchange throughout the year, Daye is a constant in the Wellington community.

“I never miss a day of work,” she said. “My doctor said not to.”

For Daye, the best part of the job is “meeting the kids and the families who are excellent.”

“I meet a lot of people because of this job,” she said.

“I’m well loved around here,” Daye commented, with a big laugh.

And, joking aside, she is.

“Jackie is just about the most amazing crossing guard ever. She’s the best,” said Stacey Conroy, treking though the rain with her children.

“She remembers everybody, she welcomes us everyday. We’d be lost without her,” said the Bay State Road resident. 

Daye is one of 16 crossing guards hired and supervised by the Belmont Police who work approximately 15 hours a week allowing students, parents and residents to make their way safely across some of the busiest streets in town.

And when Daye moves out into the roadway, it’s all business. Hands outstretched, she looks at the traffic and stops it with a flash of her stop sign. On this first day, a vehicle heading down Common to Belmont Center had inched over into the crosswalk, eager – maybe too eager – to continue his commute, using his horn in an attempt to persuade Daye to let him through.

Daye would have none of that conduct, keeping her arm outstretched with her “stop” sign in the driver’s direction accompanied with a stern look. He didn’t honk a second time.

“Ugh! Can you believe that?” a parent told Daye, who just shook her head.

“Let’s all be safe,” said Daye, then her smile returned as she waves back at a student who called out, “Hi Jackie!”
