A Request For Your Vote: Jamal Saeh, School Committee

The Belmontonian is providing candidates/campaigners of ballot questions in contested races the opportunity to make a request for votes in the final week of the election race.

I am running for Belmont School Committee because I want to bring a sense of urgency to tackle challenges, bring disciplined data-driven decision making and leverage my experience with budgeting and long-term planning to help Belmont public schools support every student in reaching their potential. I believe my background and experience bring needed skills and diversity to the committee. 

I am an immigrant, son of a teacher. I moved to the US for education and to Belmont to provide my two boys with the best public education. I understand the path a good education provides, specifically to marginalized communities.  

I believe in the vision of Belmont Public Schools that all students are capable of learning at a high level and that it’s the duty of the SC to provide leadership and oversight to ensure that we maintain that promise. 

In the near term, we must deal with the fundamental challenge of operating schools during the pandemic. This requires science-based, data-driven decisions at the intersection of health, policy, and quality that must be done within a budget envelope. That’s my day-to-day job. I believe my professional experience adds a unique perspective to the SC. I am an executive at a pharmaceutical company. As a scientist and a leader, I am accountable for the research and clinical development of innovative medicines for cancer patients, and I do it with the requisite sense of urgency that cancer patients deserve 

I believe that good leaders identify and remove obstacles. In August, when it was clear that COVID testing could enable a safe return to in-person learning, I partnered with the community to offer solutions. I proposed a developmentally appropriate, cost-effective pooled testing proposal to the SC in September. It allowed us to get a baseline for all students and teachers and provide teachers with weekly testing and surveillance for the student population at all grades. It was ignored. Neighboring towns adopted it and operationalized it soon thereafter. The state implemented a similar program four months later. Belmont could have been a leader but chose not to act. Surveillance enabled schools to have data on the in-school transmission which enabled them to move to full in-person ahead of any Department of Elementary and Secondary Education mandate. As a member of the SC, I pledge to continue to collaborate with Belmont’s talented community to address new challenges and listen with authenticity to build creative solutions.  

It is also critical that mid and long-range planning be prioritized. With two new schools opening soon and a shift of fourth grade to the Chenery, a comprehensive plan needs to be in place to ensure these transitions are smooth for students and teachers. New opportunities will exist for 7-8 grade students when they are collocated with the high school, including access to the accelerated and collaborative curriculum. Clear budget decisions and oversight will be crucial in order to take advantage of these opportunities. I will work to ensure collaborative and stretch goals are in place, and outcomes routinely monitored.

I believe in greater transparency from the SC and School District. Transparency requires an open and honest decision-making process; it allows biases to be confronted and assumptions to be fully vetted. Transparency empowers the community and improves decisions and outcomes. Doing so rebuilds public trust, our biggest asset as leaders.

I pledge to protect excellence and equity for all students. I believe that we need to identify the causes of imbalance in access to parts of the Belmont Public School curriculum (e.g. uneven or ineffective communication with families; failure of earlier or prerequisite classes), confront and call out biases, revamp our curriculum where appropriate, and remedy the achievement gap.  I am encouraged that the Student Opportunity Act will more fully fund English Language Learner and Special Education programs and pledge to make sure the SC takes full advantage of this state program. I also believe that all students need to have the opportunity to find and pursue their passion. This means that we need to maintain or increase options in core and elective classes as well as extracurriculars that allow students to be sufficiently challenged in their areas of interest because it is then that they are really inspired and can learn and grow.

If elected on April 6th, I will bring my collaborative data-driven decision-making, and my focus on transparency and accountability to improve oversight and help keep BPS Belmont’s jewel in the crown.

Letter To The Editor: Donner’s Work on School Committee Is More Important Than Ever

Belmont is blessed with an amazing abundance of candidates for the School Committee this year, but Tara Donner, who has served three years is a standout incumbent who deserves your vote.

Transparency and community outreach are so important for our community. Under the crush of hours and hours of meetings and decisions to make, it’s been difficult to get outreach right. But Tara has always been an advocate for outreach and was instrumental in launching “office hours” for the School Committee. She’s been a regular there – talking with frustrated parents, taking questions, investigating issues raised, and talking solutions. The School Committee needs so much more of this, but Tara is showing how to get the work done.

We’ve always struggled with diversity and inclusion in our school district. This is why Tara’s work in establishing the School Committee’s Equity Subcommittee is so important. Even while our students and families grow more diverse, our educators are mostly White. While we’ve begun work on the curriculum, it needs much more attention to ensure that inclusiveness and the full diversity of Belmont are honored and represented in our children’s education. We need so much more work on student outcomes, which tilt unfavorably against our Black and LatinX students. Tara has been there from the beginning pushing this work forward.

We have a well-educated community. But, historically, the School Committee has drawn from parents and other community members who do not know teaching as a profession. This is where Tara’s experience is both unique and extremely helpful. Tara is both a parent and an educator in Winchester. With this experience, she’s able to converse with parents about what’s happening in the classroom in a way that no one else can. She’s also able to offer a learned perspective when it comes to classroom solutions. This has only been made doubly important during the pandemic, as the School Committee has navigated many transitions from remote learning to hybrid, and now to full in-person learning. Tara knows how to get this work done.

Tara is someone with a deep knowledge of and passion for education. She has more integrity than just about anyone I know. She’s also about the most compassionate and caring individual that serves in an elected position in Belmont. As we continue marching towards normal in our schools, Tara Donner’s work is more important than ever. She deserves your vote.

Public Meeting On Federal COVID Funds And State Aid Set For Wednesday, March 31

The $8.6 million Belmont will receive from the $1.9 trillion American Rescue Plan has been the topic of a heated debate ever since it was signed into law by President Biden on March 11.

In one corner are those who are attempting to defeat a $6.2 million Proposition 2 1/2 override who see the money filling town coffers with more than enough funds to render the override moot.

On the other side, proponents of the override contend that most of the cash is restricted to reimbursing town revenue lost due to COVID-19 and can’t be used to as a one-time stop gap for the town’s structural deficit.

And in the past three weeks, “I am seeing some things that are being misreported in regards to those numbers,” Town Administrator Patrice Garvin told the Select Board Monday, March 29.

In an attempt to provide a clearer picture of the funds and how they can be used for, the Financial Task Force II and Warrant Committee are inviting the public to a virtual presentation to share the latest information regarding the new Federal Aid Bill and also provide an update on projected state aid in the coming fiscal year 2022.

Blazon Named Belmont’s Facilities Director

David Blazon, who spent the past decade as the Director of Public Works and Recreation at the regional enterprise zone better known as Devens, was named Belmont’s director of facilities at the Select Board’s Monday, March 29 meeting.

Blazon replaces Steve Dorrance who left in November 2020 for the facility’s position in Haverhill.

“Thank you. Glad to be here,” Blazon told the Select Board.

According to Human Resources Director Shawna Healey, Blazon, who is not under a contract, is eligible for all town benefits in regards to health, dental, life insurance, and he will have a take-home vehicle. His annual salary is $125,000.

Town Administrator Patrice Garvin said she and Belmont Superintendent John Phelan received more than 30 resumes before whittling the hiring process down to Blazon.

The director is responsible for maintaining more than one million square feet of buildings and grounds under the control of the Select Board and the School Committee. In addition, the Facilities Department makes recommendations to the Capital Budget Committee for long-term improvements to the town and school buildings. Town Meeting approved the merger of the once separate town and school departments in 2011.

“I do want to express how excited I am that you’re on board,” said Board Chair Roy Epstein. “The facilities position is such a critical service in town that we look forward to working with you and to solve the many pressing facilities challenges that we have.”

A graduate of Lowell High School, Blazon matriculated at Wentworth Institute of Technology where he earned an associate’s degree in Architectural Engineering. After working as a project engineer designing state-of-the-art energy-efficient systems for a private non-profit, he spent 15 years in Lowell first as a site manager and then deputy commissioner in the Public Works Department.

In Devens, he managed with a staff of 15 the community’s infrastructure including building maintenance, custodial care, 500 acres of landscaping, and 60 miles of road and sidewalks along with snow and storm management.

Unlike Georgia, Belmont Welcomes Absentee, Early Voting By Mail; A Special Request Regarding Casting Ballots At School Precincts

There’s still time to obtain absentee and early voting ballots: Deadline is Tuesday, March 31

Voters who are unable to go to the polls to vote on Election Day, or are worried about the COVID impacts, may request that a ballot be mailed to them. Requests must be in writing containing the voter’s signature and are due to the Town Clerk by 5 p.m., March 31 per a change made by the legislature.

An Absentee ballot application was included in every household’s February Belmont Light Bill and just this week, the Massachusetts Legislature extended availability of Early Vote by Mail to municipal elections held this spring.

The ballot is the same for Early Vote by Mail and Absentee Voting – please only file one request per voter so we can fulfill all requests in a timely way. If you’ve already filed an application to receive an Absentee ballot, do not file an Early Vote by Mail request. Applications can be dropped off or emailed to Voting@belmont-ma.gov

The ballot will be mailed to the voter using the US Postal Service; we ask voters to file requests early to avoid delays. Voted Absentee and Early Voting ballots may be mailed back or deposited in our secure Town Clerk Drop Box at the bottom of the steps to Town Hall, parking lot level. All ballots must be received by 8 p.m., close of polls on Election Day, April 6.

A Special Request: Belmont’s elementary school students will be returning to school full-time on Monday April 5, just one day before Election Day. If your precinct is located at Butler, Burbank or Winn Brook, and you can avoid voting during the school drop-off and pick-up times from 8:25 a.m. to 9 a.m. and 2:30 p.m. to 3 p.m., everyone will be safer and more relaxed.

Voters should wear masks and maintain social distance of at least six feet and be patient. Capacity limits at each polling place will be observed: dress appropriately for the weather – you may have to wait outside for a short time.

Opinion: Protect Our Town Employees and Seniors With A ‘Yes’ Vote On The Override

ln his guest column in a local publication dated Feb. 18, “Please Join Me ln Voting ‘Yes,” former Selectman Ralph Jones suggests ways of reducing town expenses including asking town employees to help pay for them. He wrote “reducing compensation through union negotiations would depend on the expiration dates of existing contracts.”

ls it fair or appropriate for Jones, or any elected official or administrator in town including the Select Board or the town administrator, to expect town employees, through a reduction in compensation or benefits, to help pay for the ongoing increases in town expenses?

Residents, administrators and elected officials regularly advocate for new services and facilities but we are reluctant to pay for them and are dismayed when we receive our new real estate tax bills. We, as a town voted, through our town meeting members, for an expensive new high and middle school. Now we have to pay for it.

Regarding additional school services, Jones writes “increasingly, schools also are not simply educating students, they are also caring for their social and emotional needs. This expands the type of employees that must be part of the school system.” I agree with him and will be voting for the override in April.

As residents, we Belmontians want excellent services and top flight facilities and we have them. We want our schools to be among the best in the state. As taxpayers many of us are shocked and angry at how expensive our excellent quality of life costs us.

The town has a limited commercial tax base so we residential taxpayers have to rely on ourselves to fund the facilities and services we choose to have. Going forward, I see overrides every several years as an uncomfortable but routine aspect of living here.

For years there has been talk of helping seniors, who may be having trouble paying their real estate taxes, stay in their homes but I’m not aware of any follow through regarding this issue. ln order for overrides to be successful I believe this issue needs to be effectively addressed.

Our town employees are an integral and valued part of our community. They contribute to our quality of life in ways we often do not notice. I’m in favor of the police and fire department employees keeping their Civil Service protections and of fair compensation and benefits for all town employees.

League Of Women Voters (Virtual) Candidates’ Night On Monday, March 22

The Belmont League of Women Voters will be holding its annual Candidates’ Night for all those running for town-wide posts and Town Meeting on Monday, March 22 at 7 p.m.

In addition, representatives of ballot questions on the April 6 ballot will be defending their sides of all issues.

And while the event will be virtual via Zoom and the Belmont Media Center, Town Meeting candidates will have their opportunity to participate in the traditional “parade” but this year it will be done on video.

Belmont Will Keep Voting Precincts At Elementary Schools Despite Students Return

Belmont Town Clerk Ellen Cushman thought she had everything planned to manage the upcoming Town Election on Tuesday, April 6 as well as one can during a pandemic.

Cushman had her volunteers at the ready, enough PPE’s (personal protective equipment) on supply, and eight ballot locations with plenty of space to allow for six feet of personal distance for everyone. Three of those locations – the Winn Brook (Precinct 8), Butler (Precinct 4), and the Burbank (Precinct 7) – are located in the gyms of elementary schools closed due to COVID-19.

That all changed last week when Belmont School Superintendent John Phelan announced the town’s elementary students will be returning back full-time to the classroom one day before the election on Monday, April 5. And due to social distancing requirements and safety concerns on spreading the coronavirus, schools are using every nook and cranny have to turn into learning spaces: storage spaces, libraries, lunchrooms, and those previously empty gyms.

“We recognize that it could be somewhat challenging especially since the children will be returning to school just one day prior,” said Cushman.

Cushman wanted to “make sure that everyone feels comfortable, everyone is safe” working at those precincts. To accomplish those goals, there needed to be some thought on “what constraints and restraints we might be able to put in place to make sure that happens.”

A meeting was held with Cushman, Phelan, school staff, Town Health Director Wes Chen and Town Administrator Patrice Garvin to evaluate the town’s ability to run the election from those locations, with questions like is there any chance to move the precincts to other locations which are large enough to accommodate a very spread out election process.

But, considering all kinds of factors such as our ability to run these elections in other places, do we have sizes of buildings and facilities that are going to be large enough to accommodate a very physically spread out election process which has been done since the previous year. There were also issues of accessibility for voters and having enough parking, all the while “making sure that we could keep all these various populations separated properly,” said Cushman.

At the end of the evaluation, the group decided that it could “accommodate the voting activity in the elections at the three elementary schools in addition to our other five locations,” said Cushman.

“We will work with the principals of each of those schools as well as [the] facilities department to make sure that we make appropriate accommodations in line with any health guidance,” she said.

Belmont To Receive $8.6M From American Rescue Plan … With COVID Strings Attached

Not only will most Belmont residents receive a $1,400 check from the $1.9 trillion American Rescue Plan signed into law by President Biden on March 11, but their Town of Homes is also set to be a beneficiary from the same stimulus package created to lessen the economic repercussions of COVID-19.

According to State Sen. Will Brownsberger, preliminary information from the state shows Belmont will receive approximately $8.6 million from the Rescue Plan with $1 million of the total targeted to Belmont schools.

“I would just like to underline that most of this money is coming from the federal government,” Brownsberger told the Belmont Select Board at its meeting held virtually on Monday, March 15. “This is rain comes falling from US Sen. [Elizabeth] Warren, Sen. [Ed] Markey and US Rep. [Katherine] Clark, so credit to them.”

In addition, both Brownsberger and State Rep. Dave Rogers, also at the meeting, said due to revenues coming into state coffers stronger than expected despite the pandemic’s economic downturn due to the pandemic, state aid to cities and towns will be greater than earlier forecast.

But before anyone in Town Hall or the school department begins spending this one-time windfall, Brownsberger told the board “that aid comes with a number of strings in terms of … how it can be used.” And nearly all of the threads have to do with COVID.

Brownsberger said the funding comes with defined eligibility criteria that will determine “how much of that money can be used for general government purposes and how much of it can be used only for particular projects” related to COVID relief.

According to preliminary reports, the money can be spent on one of four categories which includes:

  • Reimburse town funds spent responding to the public health emergency of COVID,
  • Lessen the negative economic impact on the community, (“So it could be broadly used to provide aid to small businesses, households,” Brownsberger said.)
  • Replace town revenue lost to the COVID recession, and
  • Make investments in water, sewer, or broadband.

To receive the funds, the town will commit to a certification process – rather than applying for the money – in which the town tells the state (which is running the program for the federal government for municipalities smaller than 50,000 people) that it understands the constraints of how the funds will be used.

Rogers said regulations are still being written by the US Treasury “on how the money can be spent as much of it is earmarked and targeted in very specific ways.”

Patrice Garvin, Belmont’s town administrator, said she has “not received enough information on how this money can be used.”

On the state side of the fiscal ledger, Rogers said the state budget is “in reasonably good shape given everything that has happened” and the legislature is now expected to have the ability to fund Chapter 70 general education aid formula at a level above Massachusetts Gov. Charlie Baker’s estimate for state aid announced on Jan. 27.

“We’re very committed to funding the Student Opportunity Act designed to increase local school aid to a level that’s really commensurate with a town’s need or actual spending, particularly for Belmont on the cost of health care and special education,” said Brownsberger. The end result is Belmont could see “maybe a few $100,000” more in Chapter 70 aid in fiscal 22.

One area the state is advising cities and towns not to do is make concrete fiscal decisions using these figures.

“[The Secretary of State’s office which distributed the data] said the information … should be viewed as preliminary and subject to change,” said Brownsberger reading from notes. “We’d strongly advise against the town making plans based on this preliminary information as the US Treasury will ultimately calculate the final amounts. So towns should not make plans about overrides based on these estimates.”

And that is the word coming from the campaigners seeking to pass the override on April 6.

Unfortunately, the stimulus money “doesn’t change the fundamentals concerning Belmont’s structural deficit, which is projected to be almost $20 million over three years even after spending down our cash reserves,” said Nicole Dorn, co-chair of Yes for Belmont which is advocating for the passage of a $6.2 million Prop 2 1/2 override on the April 6 town election ballot.

“This one-time infusion of funds won’t cover our operating expenses because it is restricted to certain programs or needed for COVID-related expenses. Every year we delay addressing our budget issues only makes our structural deficit worse, and means we’ll need a bigger override that is more expensive for taxpayers,” she said.

Healey Named Belmont’s New HR Director

Shawna Healey can take the “acting” from her title as Town Administrator Patrice Garvin announced this week that the Woburn native has been named Belmont’s new director of Human Resources.

“Shawna was the obvious candidate [for the position],” said Garvin to the Select Board. “She’s experienced, solid and has the support of the staff.”

As the acting director, “she hasn’t missed a beat under some pretty hard stuff. She has been able to succeed and meet and surpass all those expectations,” said Garvin.

Healey has been the acting director since the departure of Jessica Porter in October. A non-contractional appointment, her annual salary is $108,000 with a start date of March 2. Phelan said the salary was selected after reviewing comparable salaries in surrounding towns.

Healy grew up and currently resides in Woburn. She earned a Bachelor of Arts in Business with a Human Resources concentration from Saint Anselm College in New Hampshire and a Masters in Business Administration in Human Resources from Southern New Hampshire University. Healey obtained a Society for Human Resource Management-Senior Certified Professional certificate in February 2020.  

Healey previously worked for Partners HealthCare in various human resource positions for five years before to coming to work in Belmont in September 2017.
