Letter to the Editor: Selectmen Fail to Honor Center Reconstruction Process

I am disturbed and outraged to learn that Belmont Center Reconstruction Plan A was overturned at the last minute for Plan B, decreasing the size of the green space and surrounding it with traffic, just because of a small group of opponents. This group did not show up or speak out at all the many public meetings over several years.

The [Board of Selectmen] meeting on May 28th was just advertised as a discussion of beautification and conflicted with several other important town meetings that evening such as The annual
meeting of the League of Women Voters, and the forum on Criminal Justice with our State Sen. Will Brownsberger and our State Rep. Dave Rogers (I managed to attend both of these). Regardless, one meeting should not have tossed out years of planning and substituted an alternative plan without proper notice and comment period.

Over the last several years, I attended many meetings and was generally pleased with the majority of the details for Reconstruction of Belmont Center. But I was even more pleased with the process. Lots of comments were taken into consideration, and the resulting plan, Plan A, was a really good compromise of all the important features that everyone wanted. I am particularly in favor of the large, pedestrian-friendly, green space which Belmont Center has always sorely missed.

This last minute change from a plan that was already approved and supported by the larger community is completely inappropriate and does not represent the Belmont community as a whole. Town Meeting approved money in the fall for the Reconstruction with the plan that included much more green space; not a small island of token green space that is hard to utilize, similar to the current island of poorly utilized greenery.

If a change is to be made at this point, a public process must be offered once again; no last minute substitutions to appease one small vocal minority. If this is not done correctly, the whole process is tainted and will be very difficult for the Selectmen to gain the confidence and monetary support of the town again.

Last-Second Fiddling Reverts Belmont Center ‘Green’ Back to an Island

The planning took four year to finalize, the blueprints were drawn, the contractors hired and the work underway.

And for those who worked to bring the Belmont Center Reconstruction project to fruition, it appeared that all that was left was for a ribbon cutting late in the year to celebrate the upgrade to the roadway, new sidewalks and other amenities that is expected to last for the next half century.

But being Belmont, the final word is never the last say. 

Despite a half decade of public meetings led by the Belmont Traffic Advisory Committee and with workers tearing up curbing and cutting trees beginning last week, the Belmont Board of Selectmen called a special meeting for Thursday, May 28 at the Beech Street Center to hear from some of the apparently 200 residents who decided the last second was an appropriate time to be heard about the entire project.

Led by 96-year-old Lydia Phippen Ogilby of Washington Street who took pencil to paper to call for the meeting to hear from the signatories – many who are north of Belmont’s median age of 42 – who felt passed over on the opportunity to express their concerns on the finished design, submitted their own “Plan B” revision. 

Saying the reconstruction will be with the town for more than a half century, Selectmen Chair Sami Baghdady said aspects of the project “raised so much concern” that despite the lateness of the challenge, the meeting was warranted in an effort to find a “revenue neutral way” to find a compromise.

In fact, the opponents were apparently perturbed with just a pair of the design’s details; the removal of about 10 diagonal parking spaces located in front of the Belmont Savings Bank headquarters at 2 Leonard St., and the related one-way “access” road – actually the currently parking area – connecting Moore Street with Concord Avenue.

Under the TAC design plans approved by d the Board of Selectmen and reviewed by a Special Town Meeting in November when it approved a funding package, the parking spaces and road were removed to create a “Town Green” in front of the bank, with benches and a flag pole that would attract residents and visitors to a central landmark Belmont Center. 

“It provides Belmont a ‘green’ which many towns have but we have been lacking,” Glenn Clancy – as director of the Community Development Office is overseeing the project for the town – told the Belmontonian before the meeting. 

In the current plan, known as Plan A at the meeting, there would be three parking spaces next to the existing exit from the bank’s covered parking garage with additional parking spaces created near by along Concord Avenue near Town Hall. 

While the meeting was established to hear from critics, most speakers expressing opinions were supportive of the current design.

“It would be a big mistake to change the new design,” said former State Rep. and Selectman Anne Paulsen, saying the “town green” concept would make the site “a friendlier space” while keeping parking and the access road will result in the space that “only a few people” would want to spend time.

Paul Rickter of Cross Street approved eliminating the cut-through from Moore to Concord as it would make the center “a little more pedestrian-friendly.”

While supporters were , the tardy opponents were not satisfied with the design as it would effect how they conduct business especially at Belmont Savings’ main branch. 

The second design – supported by the petitioners – would revert the Green back to a tear-shaped island surrounded by traffic and parking while keeping the “short cut” from Moore to Concord, which several residents note is a convenience so not having to enter onto Leonard Street to turn right onto Concord. 

Joel Semuels of Bellevue Road, who is on the board for the town’s Council on Aging, said reduction of parking spaces would be a detriment to the “25 percent of residents over 60” (Editor’s note: the 2010 US Census data indicated that 16 percent of Belmont residents are 65 years old and older) seeking to do business at the bank. Semuels approved of four parallel spaces situated before the bank’s garage exit in the Plan B scheme.

Scott Tellier, who with his father owns commercial property in Belmont Center, said preserving parking spaces – even three or four that will be “lost” in the entire project – was paramount for stores and restaurants to retain customers seeking to shop in the commercial hub.

“We want to see parking,” said Tellier.

Bob Mahoney, the president and CEO of Belmont Savings, said he could support the changes begin proposed although he did want to promote the green space adjacent the bank. He noted even under Plan B, the green will increase by approximately 40 percent from its present footprint.

The dilatory nature of the opponent’s complaints, as well as their insistence their concerns were not incorporated into the reconstruction’s plans, did not sit well with Linda Nickens, TAC chair who pointedly told the few opponents in attendance the committee didn’t sit “in a dark room” developing the project, which, she added, was viewed favorably by the selectmen and the business community last year.

“They did like it,” said Nickens.

With numerous public meeting TAC set aside to hear from all sides of the measure, the opponents “never came to complain” or be part of the process, said Nickens, calling the belated campaign to alter the plans “disappointing.”

As a supporter of the current plan, Rickter said his objection with the meeting is that “this change was made at the eleventh hour with no clear notice that the Selectmen would be making such a substantial change to the design.”

“We don’t know if they are representative of the town as a whole or merely a very vocal minority; the process never allowed us to find that out,” he told the Belmontonian.

Given the last say, Ogilby – whose family first ventured into what is now Belmont in the 1600s – expressed her feelings in a labyrinthine statement, in which she complimented Clancy, talked about the news about town, how she likes the traffic roundabout in front of her house at the corner of Grove and Washington, and all the “nice” residents near her 19th-century farm house for signing the “papers.” 

In the end, the selectmen unanimously voted to support Plan B which the opponents championed. Baghdady, who earlier called the changes “tweaking” he current plan, hailed the changes as “part of the democratic process.” Even Nickens agreed that “the people have spoken” on the matter. 

Belmont Center Reconstruction Begins This Week

The warning is the first tangible sign of the beginning of the $2.8 million Belmont Center Reconstruction Project starting this week with prep work for the actual construction to be led by Watertown’s Charles Construction.

This week, April 27, will see the installation of construction signage at various location around the center as well as putting down Digsafe markings, said Glenn Clancy, the director of the Office of Community Service. In addition, reflective and protective devices will also be installed.

On the week of May 4, the center will be surveyed and plans laid out. Large construction work will begin by the start of June. 

It’s expected the reconstruction – which includes the roadway, sidewalks, curbing, signage and lighting – will be completed by November. 

Notices of the construction schedule have been hand delivered to businesses and residents this past Friday. 

Watertown Firm To Head Belmont Center Reconstruction Project

The Belmont Board of Selectmen on Wednesday, April 9, awarded Watertown’s Charles Contracting Company a nearly $3 million contract to complete the Belmont Center Reconstruction Project slated to be completed by the end of this year’s construction season.

“I’ve worked with them in the late 80’s and the 90’s and they have a good reputation,” Community Development Director Glenn Clancy told the board of the Rosedale Road firm.

Charles Contracting was the lowest of two bidders, said Clancy, noting the Watertown business’ offer of $2,934,000 was substantially lower than the competing bid of $3.7 million.

Clancy said the relatively high bids on the $2.8 million project was primarily due to the necessity of hiring a number of subcontractors for the work.

“This is not just a curb and street construction job,” said Clancy, noting the project requires electrical infrastructure work and landscaping expertise, forcing the general contractor to seek out the right “sub” to the do the work.

“You risk this type of bid” when there are many specific tasks making up the overall project, Clancy told the board.

In November, 2014, a special town meeting approved a two-part $2.8 million financing plan for the project in which an initial $1.3 million downpayment taken from the town’s free cash account is followed by the town issuing a $1.5 million, 15-year bond with the debt paid from same free cash account.

While slightly higher than the town’s offer, Clancy said funds already spent on underground sewer and water infrastructure will allow the bid to come under budget.

“They can do the work at that price,” Clancy said, noting the offer has a five-percent contingency in the town’s estimate.

Clancy said a timetable for construction would be coming soon, and the town will be setting up a hotline to answer questions or resolve problems.

Clancy expects the work to be completed by Nov. 1 but told the Board final landscaping could be delayed until the spring of 2016.

Special Town Meeting Approves $2.8 Million Belmont Center Project

In the end, Belmont’s Special Town Meeting decided a renovated Belmont Center was worth the $2.8 million price tag, no matter the funding scheme.

After more than three hours of presentation, analysis and debate, the Town Meeting members voted 140 to 63 to approve the project set to improve sidewalks, crosswalks, pavement repairs, allow for the installation of a new parking system and add new lighting in the town’s main business hub.

“It’s time that [the project] was approved,” said Belmont Selectmen Chair Andy Rojas who, with his fellow members, Mark Paolillo and Sami Baghdady, pushed for the vote this fall after nearly five years of studies and reports.

An initial timeline calls for construction to begin in late winter of next year with expected completion on Oct. 31, 2015.

The majority of the approximately 200 members who attended – about 70 percent of the representative members braved the elements on Monday, Nov. 17 to reach the Chenery Middle School – agreed with town’s elected official and staff who sought to finance the project with a one-time $1.3 million lump sum payment from the town’s “free cash” account and paying for a $1.5 million municipal bond out of the same “free cash” line item over the 15-year life of the debt.

Town officials convinced members the project’s financing options were similar to Goldilocks’ choices: at $2.8 million, the project’s financing was “too small” for a typical debt exclusion requiring a town-wide vote, yet was “too big” for the town’s capital budget to take on singlehandedly.

The funding source deemed “just right” was the town’s savings account which has reached historic levels.

“It’s not small but not terribly large,” said Belmont’s Treasurer Floyd Carman.

Free cash is unspent money remaining at the end of the fiscal year including from budget line-items and any greater than expected tax or fee receipts.

Officials turned to free cash that has been increasing steadily over the past five years, from $2.3 million in fiscal 2010 to $7.5 million in the coming fiscal 2016. This year, due to favorable fiscal conditions and other factors, the town received a large one-time injection into free cash of $1.3 million.

Carman said using free cash would not burden the town with new debt when at least $150 million of necessary projects – a new high school, a police station and a new Department of Public Works Yard – are looming down the road a few years.

“This is a balanced approach as we have one-time funds available,” said Carman.

Yet James Williams, Precinct 1, of Glenn Road submitted an amendment to the article requiring to town to finance the entire amount from a traditional sale of a 15-year municipal bond with its funding coming from general funds.

“Since this is a long-term project, it should be paid with long-term funds; I can’t understand doing it any other way,” said Williams, who voice the concerns of several members who felt queasy dipping into an account that previous town administrators and elected officials have been reluctant to use.

Williams said the funds could be better used “repairing the inaction of the past” in areas such as unfunded pension and retirement obligations leaving the town on shaky financial footings.

But town officials pushed back against the claims, calling the use of pension in the debate “a red herring.”

In addition, Carman said by going Williams’ route, the annual cost to the town would be $321,000 as opposed to $169,000 under the town’s proposal.

“Under Mr. Williams’ plan, we would need to either cut services or use free cash” to make up the difference, said Carman.

While several residents expressed support for the amendment, it was soundly defeated 153 to 49.

When the article with the town’s payment plan was brought up for debate, the discussion was a lively one, including how the project will not help in solving the traffic congestion that occurs during the morning and afternoon commutes.

Johanna Swift Hart, Precinct 4, Hull Street, said she “takes no pleasure” voting against the article. “[Belmont Center] is not a blighted neighborhood,” she said, noting the town has so many needs that officials should seek alternative sources to fund the project.

Belmont Center business owner Jeanne Widmer, Precinct 5, Gilbert Road, echoed others who contend that an upgraded Belmont Center will be a boom to the town’s economic future. She said surrounding towns such as Winchester, Lexington, Reading and Arlington have all made improvements to their downtowns to great acclaim.

“This is a modest plan,” said Widmer.

 

Town Meeting Amendment Challenges Belmont Center Project Financing Plan

Special Town Meeting just got a whole lot more interesting.

Rather than the option of simply accepting or rejecting the financing plan for the $2.8 million Belmont Center Reconstruction Project, the 290 Town Meeting Members now have an alternative to the town-created “free cash” proposal.

James Williams of Glenn Road and Precinct 1 submitted an amendment to the Belmont Center warrant article that will be brought before the Special Town Meeting on Monday, Nov. 17 to bond the entire $2.8 million project using a traditional sale of a bond to be paid out of the general fund.

Under the plan submitted in the article, the town proposes to finance the project in two steps; an initial downpayment from the town’s free cash account – sometimes referred to as the town’s “savings account” – of $1.3 million and then issuing a $1.5 million, 15-year bond which will be paid for over the term of the debt from free cash.

“Free cash” is typically actual town receipts in excess of revenue estimates and unspent amounts in departmental budget line-items at the end of the fiscal year, plus the unexpended free cash from the previous year.

Last week, the state’s Department of Revenue certified Belmont’s free cash amount at $7,465,000, an increase of $1.3 million from the previous fiscal year.

For Williams and others who both support and are opposed to the project, using the town’s “savings” to finance a capital project that will benefit the residents over many years is not the proper use of the funds.

“Belmont is arguably in serious financial difficulty due in large part to actions taken or not taken by previous and current administrations,” said Williams in an email to the Belmontonian.
Pointing to areas of financial concern such as the millions owed in health care obligations to retired town employees and the lack of financing standard town amenities such as sidewalks and road, “[basically], we are living beyond our means and we are making commitments we can’t keep,” said Williams.
For Williams and others, using “free” cash would be just another example of fiscal irresponsibility by town officials.
“[T]he only responsible thing to do is to issue debt for the entire amount so the so-called “free cash” can be used for existing obligations and the center can be funded by new money,” said Williams.
“Since the Center is not a ‘must have’ project, it should be voted up or down on this point,” said Williams, who will “stand against” the project unless it was fully funded.

At a warrant briefing earlier this month which reviewed the articles on the Special Town Meeting, town officials said the current plan “strike a balance” in using town’s savings so it can bond a smaller portion of the project.

Belmont Town Administrator David Kale said if the entire project is bonded, the town would pay $320,000 in the first year, as opposed to the $168,000 in the first year under the current proposal.

The Why and How of Paying for Belmont Center’s ‘Facelift’ Debated Before Town Meeting

After town officials gave a lengthy, detailed explanation of the financing and work proposed for the $2.8 million Belmont Center reconstruction project, Town Meeting Member Ed Kuzanjian came to the microphone and asked the assembled officials at the Nov. 6 warrant briefing held at the Beech Street Center one question.

Why?

“What are we getting for the money?” queried the School Street resident at the meeting hosted by the Warrant Committee and the Belmont League of Women Voters.

“Convince me to spend $3 million … here when we don’t put in curbs, we don’t do sidewalks and we don’t do other things around town?” said the long-serving Precinct 6 member.

The reconstruction project – which will be the sole major article before the approximate 290 members at the Special Town Meeting on Monday, Nov. 17 at the Chenery Middle School – was not just question on why its being done now but for its funding which is precedent setting new approach to financing capital projects.

For town officials, the need for the project – read the project’s highlights here – is quickly evident just by walking down the center’s main drag, Leonard Street, and the side streets. Narrow sidewalks, haphazard traffic patterns, a limited amount of pedestrian amenities and real safety concerns for walkers and cyclists have bedeviled residents and business owners for the past two, if not three, decades.

With its “tired look,” it’s little wonder several officials called the project a “facelift” for the town’s main retail business hub.

With the completion last year of the Center’s water and gas infrastructure and the new road work being completed in the town’s other two business locations of Waverley and Cushing squares, “[t]his seemed like the time to talk about Belmont Center,” Glenn Clancy, the director of the Office of Community Development and the town’s engineer,

Clancy told the audience the alternative to the project would be a simple a layer of asphalt – which would cost $900,000 – on the roadway.

But after that, “we will not talk about the center for another 20 to 25 years,” said Clancy.

With the improvements – wider sidewalks, a creation of a new “common” in front of Belmont Savings Bank, a bike path, improvements to streets that allows for a more natural flow of traffic and a modern parking program – will make “Belmont Center an attractive destination point; it is the main commercial area of Belmont,” said Clancy.

With the landlord of the former Macy’s site preparing to seek tenants for the landmark location, “there is an economic redevelopment component to revitalizing Belmont Center. If I was opening a business and I had a choice of a location that is sketchy in its presentation or go someplace that recently had a facelift and everything looks really nice, I’m going to the nice location,” said Clancy.

When Kuzanjian asked if businesses have commented on the reconstruction, Belmont Board of Selectman Chair Andy Rojas said the entire package of upgrades “add up to a better business climate.”

“Every business owner I’ve spoken to, that understands what the … finished project will look like is in favor of it,” said Rojas.

Kuzanjian countered that current studies of vehicle patterns show that there will be “minimal, if any improvement” on center traffic at the project’s completion, which town officials did not dispute.

“We don’t gain anything by doing [the project],” said Kuzanjian. “I don’t see any huge plus that’s worth three million bucks.”

“My question is why this year? Do we have the money so next year we aren’t screaming and yelling at Town Meeting that the School Department is going down the tubes again?” said Kuzanjian.

Belmont’s Town Administrator, told Kuzanjian and the audience that all the Selectmen are asking the Special Town Meeting is whether they would like to continue with the project – which has been on the drawing boards since 2010 – “based upon all the benefits that have been outlined and finance it … from free cash.”

The project’s financing – read about the unique way the town will pay for project here – which relies on the town’s “free cash” account also came under a series of questions.

Before the meeting, the town’s free cash account was certified by the state’s Department of Revenue at $7.465 million, an increase of $1.3 million from the previous year’s amount, which Kale described as “very good news.”

“I’m a little concerned about dipping into free cash,” said Lewis Road’s Penny Shaffer, remembering previous Town Meetings where the members were told to “carefully husband [it].”

“[Town Meeting has] gotten into the habit, which I support, of taking some of the free cash and putting it into the operating budget,” said the Precinct 7 member. “But I am concerned on spending free cash on [a capital project]. Why aren’t we bonding the entire amount?”

“Is it because we are feeling so rich?” said Shaffer.

Town officials pointed to the need to strike a balance to use the town’s savings, which has been increasing over the past few years through very conservative budgeting practices, and then bonding a smaller portion of the project.

Kale said if the entire project was bonded, the town would pay $320,000 allocation the first year, as opposed to the $168,000 the first year by bonding $1,475,000 under the current proposal.

Town Proposes Using Free Cash Twice to Pay for Belmont Center Project

Town Meeting members will be asked next month to dip twice into the town’s “savings” account to pay for the long-awaited facelift of Belmont Center’s traffic and parking design.

Under a proposal derived by town officials and Belmont’s Treasurer Floyd Carman who presented the plan to the Belmont Board of Selectmen Wednesday, Oct. 29, the now $2.8 million construction project set to reshape the roadways and parking in and around Belmont Center will be paid for using the town’s “free cash” as both a downpayment and then dipping into the account over 15 years to pay for the remaining debt, said David Kale, Belmont’s town administrator.

Free cash is unspent money remaining at the end of the fiscal year including from budget line-items and any greater than expected tax or fee receipts.

If approved by a majority of members of the Special Town Meeting on Nov. 17, $1.3 million will be taken from free cash as a one-time lump sum payment. The remaining $1,475,000 will be raised by selling 15-year bonds,

But rather then ask voters to approve a debt exclusion as has happened in the past with large capital expenditures, Belmont will take the unprecedented step of using free cash make the bond repayment over the life of the bond.

While the state’s Department of Revenue has not certified the amount Belmont has for free cash, Carman said free cash came in at $6.2 million in fiscal 2015.

Carman said the town will take approximately $169,000 from the free cash account in fiscal 2017 to pay both the interest and principal of the note. The payments will then decrease in subsequent years until there is a final payment of just under $100,000 in fiscal 2032.

Andy Rojas, Selectmen chair, told members of the Warrant and Capital Budget committees that the town hopes to have the project out to bid in January and have work completed by October. He also said the Special Town Meeting will only take up the project’s expenditure plan, “we are not opening up the project’s design for discussion.”

“[Town Meeting] is about funding, not to discuss every crosswalk or bump out,” Rojas reiterated.

While Kale is known for reminding residents, town officials and Town Meeting members that “free cash is not free” – any reduction in the account must be restored in the next year’s budget – both he and Carman believe free cash is strong enough position to sustain payments over the next decade and a half.

“We’re looking at a healthy free cash and the opportunity is there to utilize the low-interest rates,” said Carman.

Saying that he has heard some residents being critical of the town not utilizing the millions in the account, Carman told the Belmontonian “here’s an opportunity to use the savings constructively.”

Using the town’s savings account will also lessen the burden on the town’s debt service now hovering just over $5.1 million in fiscal 2015.
“Rather than burden taxpayers of 2015 to pay for this debt, we are spreading out the obligation to residents over the 15 years of the bond,” said Carman.

Carman also noted the town in the next few years will likely be asked to fund a new Belmont High School for between $60 to $100 million.

“We don’t want to add anymore debt to the books with that looming,” he said.

Paying the interest and principal of the $1,450,000 (the actual amount could be less once the engineering blueprints are completed, said Rojas) would be the second specific expense that will be paid by free cash. Last year, Town Meeting approved spending approximately $240,000 annually in other post-employment benefits, or OPEB, payments to a nearly $180 million unfunded obligation.

In recent years, the town has transferred approximately $2 million from free cash at the beginning of the budget cycle to pay for town and school expenses, filling a shortfall in local aid from the state legislature.

The town will also create a Capital Project Debt Stabilization Fund to pay down existing obligations.

The new stabilization account – to be approved by Town Meeting – will be funded with one-time payments to the town. Kale said this would include the sale of town-owned property such as the long-awaited purchase for $850,000 of the municipal parking lot at Cushing Square as part of the delayed Cushing Village project and the increasingly doubtful Woodfall Road luxury housing development.

Which of the current debt obligations could be reduced by the stabilization fund “will be part of a group discussion,” said Rojas.

When asked why this project is being given priority over six large capital projects – including a new police station and refurbishing the Viglirolo Skating rink – Rojas said the others have not begun the detailed process of design and planning.

“Why we are doing this is because it’s ready,” said Rojas, adding the reconstruction will increase business and economic development to the business center of town.

Special Town Meeting Limited to Belmont Center Reconstruction Pay Plan

That was quick!

Belmont’s Special Town Meeting, scheduled for Monday, Nov. 17, will be a singular affair as town officials set an extremely tight window for residents to add anything else to the warrant.

The warrant, which is the agenda of items to be brought before and voted on by Town Meeting members, was officially open for a single hour, from 9 a.m. to 10 a.m. on Wednesday, Oct. 15, for citizens to submit petitions to be taken up by the town’s legislative body. 

“No one filed a citizen petition, though a couple of people had inquired last week how it could be done,” said Belmont Town Clerk Ellen Cushman on Thursday, Oct. 16.

With nothing added to the agenda, members will have only one item to discuss, the $2.6 million Belmont Center Reconstruction Project.

Members will hear from town officials that while the blueprint for the long-awaited revamping of parking, pedestrian and traffic patterns in Belmont Center is complete, the financing is far from set after both state aid and the expected sales of the Cushing Square municipal lot and residential parcels off Woodfill Road – the sale of the town-owned parcels was anticipated to bring in approximately $2 million – never materialized. 

The Town Meeting will essentially determine if, and, or how money for the reconstruction will be secured.

“This is about a vision for your Town Center and that is what we really want to focus on,” said Belmont Selectmen Chair Andy Rojas at a September public meeting on the subject. 

That need for Town Meeting members to concentrate on an important infrastructure project resulted in the quick, open and shut, warrant.

“Town Meeting Members and citizens received several notifications from me that the Board of Selectmen were anticipated to call a Special Town Meeting for a specific purpose, the Belmont Center redevelopment.” The members also received an invitation to a public meeting on that topic, she said.

Taxpayers Likely on Hook for $2.6 Million Belmont Center Re-Do

At first glance, Belmont appears to love the future look of Belmont Center.

The proposal including refurbished roads, new sidewalks, more parking, a new greens-space “common” and modern electronic parking plan was presented to 60 residents during a Town Hall meeting held Monday, Sept. 8 as town officials reintroduced the four-year Belmont Center Reconstruction Project.

“A lot of these improvements, besides being aesthetically pleasing, are really about creating a plan for Belmont Center … and something to be proud of,” said Belmont Board of Selectmen Chair Andy Rojas, praising the initial design that could begin early in 2015 with completion on Halloween of next year.

The public’s reaction to the presentation was upbeat – Town Meeting member Don Mercier did object to replacing “valuable parking spaces” with a small village common that will be located in front of Belmont Savings Bank on Leonard Street – with several suggesting “tweaks” to control traffic and pedestrian safety.

With utility and water infrastructure work completed around Belmont Center in the past two years, “the project is ready to go,” said David Kale, Belmont’s town administrator.

But while the project’s important features have been nailed down, the town’s blueprint to finance the $2.6 million project has come apart as anticipated money from Beacon Hill and the one-time sale of town properties failed to emerge.

“We will have to come up with a funding plan that will need to be shared and approved by the Board of Selectmen, the Warrant Committee and Capital Budget if we choice to get this project underway,” said Kale.

In the past year, a proposal to fund the project with a state grant and a predicted increase in highway funding never materialized due to budgetary constraints and alternative priorities.

“Our likelihood of receiving extra money for [state highway funds] is probably not likely,” said Kale.

No decision on “sold” town-owned parcels

At the same time, an alternative trial balloon to use the proceeds of town-owned land sold to the developers of a pair of high-profile building projects – the 186,000 sq.-ft. Cushing Village and luxury housing near Woodfall Road – has been derailed as each team has put on hold purchasing those parcels anytime soon.

“Those conversations and negotiations are ongoing and hopefully there will be a positive conclusion,” he said.

But Kale said he is not expecting either sale to be completed by the time the Special Town Meeting convenes on Nov. 17. The 290 member legislative body will need to determine how to finance the $2.6 million reconstruction project for it to meet the scheduled construction timeline.

“What we are doing tonight is allow you some time to ask questions … and show you what we are faced with in terms of funding sources,” said Kale.

The funding uncertainty had some asking aloud if the project should be presented before Town Meeting in its current state.

“I don’t see how we can talk about this project with no funding in place. It doesn’t make any sense,” said Joseph White of Maple Terrace.

It appears Town Meeting members will be presented with three funding scenarios, according to Kale: do nothing, partially funded from the town coffers or fully fund the project through the issuance of debt.

“No one believes nothing should be done,” said Rojas.

While Glenn Clancy, the town’s director of Community Development, said the stop gap plan is to place a new asphalt layer on the Center’s streets, Kale and the Board of Selectmen are moving towards crafting a funding plan for the project “that will shape Belmont Center for the next 30 year,” said Clancy.

“Right now, more than likely, it will be from reserves from a debt issuance or some appropriation,” said Kale.

“Basically float a bond for x number of years and amortized the cost of the $2.6 million” over that time period,” he said, with the possibility of using money in the “free” cash account – the town’s “savings” account – or procuring funds from the town’s pavement management program to reduce the debt amount.

Rojas admitted that structuring the financing for a “new” Belmont Center “is going to be a challenge” – the Special Town Meeting will also hear a report on the new $5.2 million Underwood Pool complex which is $400,000 over the low bid, resulting in a “lost” pool season next summer – “but this is about a vision for your Town Center and that is what we really want to focus on.”
